The expected starting base salary for this position is $77,944 - $81,416 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you'll be doing

Reporting to the Chief Legal Counsel and working closely with Legal Counsel and Senior Advisor, Governance, the Paralegal drafts and organizes records and documents to facilitate the work of the Legal and Governance Department. The Paralegal conducts legal research and supports the BC College of Nurses and Midwives' (BCCNM) response to legal matters. The role also maintains the record of communication with external counsel and the College's insurer.

In addition, the Paralegal provides support to the Governance program including: drafting policies and procedure manuals, preparing briefing notes and overseeing board and Governance Committee meetings packages, and ensuring the accuracy of meeting minutes. The role is also responsible for maintaining an up-to-date version of the College Bylaws and the historical record of bylaw amendments.

Key responsibilities include:

1. Under the direction of Chief Legal Counsel and/or the Legal Counsel, conducts research into case law, legal developments and precedents, and drafts research memoranda and papers for review.
2. Assists where necessary in legal research, drafting legal documents, affidavits, books of authority, and other correspondence related to various legal proceedings before external bodies.
3. Creates, prepares, maintains, and coordinates responses and materials on behalf of BCCNM for review by Legal Counsel.
4. Works with Legal Counsel in responding to Freedom of Information requests and other legal proceedings.
5. Assists in maintaining contract templates and reviewing contracts for identification of any risks.
6. Facilitates process improvements in consultation with the Chief Legal Counsel.
7. Filters legal requests to the Legal and Governance Department and ensures all requests have the necessary information for Legal Counsel to begin legal analysis.
8. Maintains a tracking system for work performed by the department for reporting purposes.
9. Acts as the liaison between the College and its insurer, insurance broker, legal counsel, and external legal counsel regarding litigation files and legal matters.
10. Maintains a bring forward system for the Legal and Governance department.
11. Maintains a current and historical record of the College's bylaws.
12. Provides governance support for the Board and Governance Committee, including drafting briefing notes, overseeing agenda package preparation, and ensuring the accuracy of meeting minutes.

Minimum Qualifications:

- Graduate of a Paralegal program or a relevant undergraduate degree plus experience supporting legal counsel; or an equivalent combination of education and experience.
- Three to five years' experience in a regulatory organization or equivalent experience in government or other non-profit organizations.
- Excellent legal drafting and legal research skills with good attention to detail required.
- Demonstrated analytical and problem-solving skills.
- Working knowledge of the Freedom of Information and Protection of Privacy Act is preferred.
- Knowledge of the Health Professions Act and related regulations is an asset.
- Excellent verbal and written communication skills.
- Ability to exercise good judgment and protect confidential information.
- Ability to work to time constraints and meet tight deadlines.
- Proven organizational skills and ability to manage an independent workload while contributing effectively to the team.
- Advanced skills with MS Office required. Experience with MS CRM Dynamics and MS SharePoint is an asset.
