About the job:In accordance with the established vision and values of the organization, the Lead, Health and Housing provides collaborative leadership, together with community partners, in addressing housing and homelessness issues from a population health perspective. The Lead acts as a connection point between Interior Health (IH), nonprofit societies, municipalities, and British Columbia (BC) Housing to develop housing opportunities, and is responsible to bring the health lens to discussions and planning. This role ensures the identification and incorporation of best practices for the health of people living in various housing models. Provides leadership and advice as a resource for all partners involved in providing services and housing to vulnerable populations across the Interior region, with a focus on shelters and supportive housing. Liaises with non-profit agencies and private service providers on specific housing projects. Typical duties and responsibilities:• Works with non-profit societies, municipalities, and BC Housing to develop housing opportunities.• Liaises with non-profit agencies and private service providers on specific housing projects and takes a leadership role in initiating and supporting education opportunities for housing providers.• Consults with IH, program leadership identifies and develops service delivery/program priorities, standards and policies for supportive housing for high health risk populations based on identified needs for new or changed services and best practices. • Supports BC Housing on key responses to various crises, such as closing of shelters or emerging tent cities. Works closely with community housing providers, local government, and other partners to advocate for evidence-based solutions. • Participates in community health and social planning as it relates to housing. Works with partners to identify gaps in the provision of appropriate housing and health services with a focus on shelter and supportive housing models. • Provides leadership and support to Interior Health services on strengthening discharge plans between shelters and supportive housing and Interior Health. • Works with BC Housing, and/or other partnerships, researches and develops appropriate housing models and policy. Provides guidance on community supportive housing plans, and supports and builds on community capacity.• Collaborates with BC Housing, develops policy and procedure templates, education, and tracking and reporting ability for housing sites delivering overdose prevention services (OPS) with special emphasis on ensuring services are in keeping with provincial operational expectations.• Represents IH at various homelessness planning tables at the municipal and provincial level as appropriate.• Consults with various IH leadership teams regarding housing initiatives that affect vulnerable populations in the region and recommends appropriate strategies.• Develops and maintains a database system to track vulnerable populations housing management information. Extracts information to assist in program planning and evaluation and prepares an annual Health and Housing Report and/or other ad hoc reports.• Develops and maintains liaisons with health care facilities, community organizations and agencies, as well as, municipal, provincial and federal government agencies regarding partnerships, funding opportunities and service delivery.• In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.• Performs other related duties as assigned.Honouring Interior Health’s commitment to Truth and Reconciliation and the Declaration on the Rights of Indigenous Peoples Act (DRIPA), and Pursuant to Section 42 of the BC Human Rights Code, preferential consideration and/or hiring will be given to qualified applicants who self-identify as Indigenous (First Nations, Métis, or Inuit).QualficationsEducation, Training, and Experience• A University Degree in Social Science, Public Health, or related discipline.• Five (5) years of recent, related experience in housing and policy development, analysis, and management of diverse non-profit community housing programs, preferably for populations disproportionately impacted by poverty, homelessness, substance use or other determinants of health, including three (3) years of experience working within a complex public or private sector environment.• Or an equivalent combination of education, training and experience. Skills and Abilities• Demonstrated knowledge of various housing models, principles, best practices and trends in not-for-profit community settings related to relevant populations.• Demonstrated knowledge of current social issues including homelessness, mental health and substance use, domestic violence, and ageing. • Demonstrated knowledge of social determinants of health, intersectionality, and specific barriers faced by relevant populations. • Demonstrated program development and evaluation skills.• Demonstrated abilities to manage complex projects and programs.• Knowledge of other health care disciplines and their role in health care.• Ability to effectively present and clarify requirements, and manages expectations and supports collaborative action with various audiences/partners. • Excellent communication skills including the ability to facilitate, mediate and influence others both internal and external to the organization. Superior verbal and written communication skills are required. • Demonstrated analytical and problem-solving skills.• Effective interpersonal and leadership skills and the demonstrated ability to develop and maintain collaborative working relationships. • Ability to work with computer technology and software at an advanced level.• Travel is a requirement of the position.• Physical ability to perform the duties of the position.
