Procurement Specialist (Information Technology Services)

Job Title:

Procurement Specialist – Temporary Full-Time (6-Month Contract, with possible extensions)

Work Arrangement:

Hybrid – Primarily office-based with up to 3 remote days/week (as approved). Remote work must be performed in Ontario. Occasional short-notice onsite presence may be required.

Role Overview:

We are seeking a Procurement Specialist to support pre-award procurement activities in the Information Technology Services category for a large public-sector capital procurement team. This role focuses on leading complex IT procurements, supporting technology-driven initiatives, ensuring compliance with procurement policies, and partnering closely with internal technical teams and external vendors.

Key Responsibilities:

- Coordinate and lead the full procurement lifecycle for IT services, software, hardware, and technology consulting.
- Prepare and review statements of work, technical specifications, evaluation criteria, and commercial requirements.
- Develop scoring methodologies, evaluation weighting, and submission criteria aligned with IT procurement best practices.
- Partner with IT stakeholders to define requirements, schedule procurement activities, and ensure alignment with project timelines.
- Conduct market research to assess technology trends, vendor capabilities, and pricing benchmarks.
- Lead supplier meetings, pre-bid sessions, clarification discussions, negotiations, consensus evaluations, and debrief sessions.
- Respond to vendor inquiries, manage communication flow, and resolve procurement-related issues.
- Prepare award recommendations, procurement summaries, and commercial analysis reports.
- Support contract negotiation and finalization for IT-related goods and professional services.
- Promote a respectful, inclusive, and harassment-free work environment.

Qualifications & Experience:

Required:

- Minimum 3 years of procurement experience, including exposure to IT procurement.
- Strong understanding of public-sector procurement rules, trade agreements, and competitive/non-competitive processes.
- Knowledge of software, IT services, cloud solutions, and technology procurement methods.
- Excellent problem-solving, stakeholder management, communication, and negotiation skills.
- Ability to manage multiple priorities in a fast-paced technical environment.
- Proficiency in MS Office and procurement-related systems.

Education:

University degree or College diploma in Business, Commerce, Supply Chain Management, IT, Engineering, or related field; or equivalent combination of education, training, and experience.

Assets:

- Professional procurement certifications (SCMP, OPBA, or equivalent).
- Experience supporting IT project procurement in a public-sector environment.
- Experience administering complex, high-value IT RFPs, NRFPs, or negotiated contracts.
- Knowledge of accessibility requirements, privacy considerations, and IT compliance standards.

Contract Term:

6 months with the possibility of extensions up to 1.5 years in 6-month increments.
