Chief Financial Officer

Position Summary

The Chief Financial Officer (CFO) Department of Tataanaʕałuk̓ʷiʔaała (always looking after the money) – Finance, is responsible for the management of the finance department and all financial aspects of the Yuułuʔiłʔatḥ Government, being a Modern Treaty Nation. The CFO has a large scope of responsibilities with the organization. The CFO reports to the Chief Administrative Officer (CAO) and must work closely with and support the President, Executive and the Legislature, which includes providing financial advice and timely reports. The CFO provides overall leadership, direction and support for the overall management, recording and reporting of the financial affairs of the Yuułuʔiłʔatḥ Government.

The CFO is responsible for providing and overseeing a broad range of financial management services, advice and expertise. This includes advising the CAO, Executive, the Legislature and Committees (including the Finance Committee) and providing financial advice and reports, written and oral, on matters arising in financial management areas as operations, investment and treasury management and capital projects. Working closely with Senior Managers and elected officials, and as a member of the Senior Management Team, this position is responsible for analyzing financial management matters, identifying alternatives and recommending solutions that address immediate and longer term operational and strategic requirements. The CFO is also responsible for providing day-to-day financial administration, through managing the Finance Department to support financial accountability, transparency and sound financial governance, in accordance with legislation, policies and procedures, and generally all accepted account principles.

The CFO is the Government's primary accountant, supervising the finance department. The CFO analyzes department budgets, ensures actions are in line with YG Acts, legal requirements, policies, standards and procedures.

Primary/Core Responsibilities

Performs all duties and responsibilities in accordance with the Yuułuʔiłʔatḥ Government policies, standards, practices and procedures, as directed by the CAO.

- Provide financial management support to the CAO and Departments.

- Preparation and oversight of the annual and five-year budgets.

- Report to the Finance Committee and the Executive as required, which includes preparation of monthly and quarterly unaudited financial reports as required/requested.

- Report to Finance Committee and Executive annually on the financial performance of the Government, and prepares the annual financial statements for audit, and manage the annual year-end process.

- Attend and report to the Government meetings, as

- Reviews, implements and supports control systems to ensure the effective administration and safeguard of YG finances and assets.

- Engage with outside agencies for fund reporting, auditing, certification and compliance

- Oversee accounts receivable, accounts payable, payroll and internal

- Provide technical and other assistance to the Finance

- Maintain confidentiality and

- Manage the Finance Department and budget in accordance with YG standards and performance expectations.

- Recruit, coach and support assigned

- Ensure timelines and budget cycles are followed in accordance with the YG Financial Administration Act.

Financial Leadership and Planning

- Provides leadership, direction and services to the YG in the planning, development, management, internal process auditing and reporting of financial affairs.

- Ensures that financial affairs are managed in alignment with the Yuułuʔiłʔatḥ Government Vision, Mission and Values.

- Provides leadership, direction and support to all Program/Department managers in the management of their department’s financial affairs.

- Provides information and support to the Yuułuʔiłʔatḥ in the development and review of the

Yuułuʔiłʔatḥ strategic plan and participates in the strategic planning process.

- Provides guidance and support to the Yuułuʔiłʔatḥ Programs / Departments in the development, review and implementation of work plans consistent with the strategic plan, with regard to Financial requirements/goals.

- Identifies short and long term Yuułuʔiłʔatḥ and Program / Department financial issues, strengths and concerns and assists in the development and recommendation of financial solutions, plans and

- Assists in the planning for growth of the Yuułuʔiłʔatḥ.

- Provides leadership and support in the development and management of the Yuułuʔiłʔatḥ Five-Year Financial Plan and oversees the management of the Financial Plan.

- Supports the Finance Committee in the development of the role of the Finance Committee to assist the CAO and the Executive in financial decision-making.

- Provides leadership and direction in the development and review of Financial Policies and Procedures and recommends to the CAO and the Executive for approval, after a formal recommendation from the Yuułuʔiłʔatḥ Finance Committee.

Financial Management

- Provides information and assistance in the development of Yuułuʔiłʔatḥ proposals for funding and funding agreements.

- Monitors cash flow and reports the appropriate financial matters to the CAO, and/or the applicable areas of Government including to YG Citizens.

- Assists in monitoring and managing funding agreements between the Yuułuʔiłʔatḥ and funding agencies / organizations.

- Oversees the management of Yuułuʔiłʔatḥ Financial Policies and Procedures to ensure their implementation and compliance.

- Oversees the filing of corporate records, including Annual reports and Certificate of good

- Working with the CAO and Director of Maamaḥt̓im̓inḥʔaała (always our many houses) - Capital Infrastructure and Asset Management ensures that adequate property, liability and directors insurance are maintained.

- Assists in providing adequate financial reports to funding agencies /

- Provides leadership, coordination and guidance to the Yuułuʔiłʔatḥ and their Programs / Departments in the development and management of annual and special operating and capital

- Prepares consolidated budgets for review and approval by the CAO and the Executive, after formal recommendation of the Yuułuʔiłʔatḥ Finance Committee.

- Provides leadership and guidance to the Yuułuʔiłʔatḥ and their Programs / Departments in developing ways and means to achieve best value of monies.

- Monitors and reports on the financial performance of the Yuułuʔiłʔatḥ Government Programs/ Departments and the external entities of the Yuułuʔiłʔatḥ and ensures that financial statements are regularly prepared and distributed.

- Oversees the management of the Property Tax Act including: preparing the tax roll; delivering tax notices; collecting/tracking taxes; issuing tax certificates; preparing the property tax budget.

- Coordinates the preparation for the year-end audits and supports external

- Prepares and presents financial reports to the Finance Committee, Executive, Legislature and management of external entities and citizens.

Department Management

- Manages the Finance Department and staff, and all financial and accounting activities including:

- cash receipting,

- cash flow management,

- income / revenue control,

- contractual administration,

- purchasing,

- accounts payable and receivable,

- banking,

- short and long term debt management,

- investments,

- asset management,

- payroll,

- benefits administration,

- general ledger,

- financial reporting, including actual analysis to budget, follow-up and corrective

- Develops position descriptions for positions within the Finance Department and recommends for

- Directs, guides, coaches and mentors staff, ensuring that all employees within the department have the skills and knowledge to perform the responsibilities of their positions.

- Manages employee performance and development including day-to-day coaching, performance planning and review, employee training and development, performance improvement plans and corrective action as required.

Audit and Financial Reporting

- Coordinate, subject to the Finance Committee, preparation for the year-end audit(s) and support external auditor(s) in the collection and compilation of information required for the preparation of annual financial statements and reports.

- Maintains a record system for all Audit

- Prepares and presents regular and special financial reports, including the annual audited financial statements, to the CAO, Finance Committee, and the Yuułuʔiłʔatḥ, Yuułuʔiłʔatḥ Programs and Departments and to external entities, including funders.

- Prepares and submits financial reports to funding agencies, as

- Prepares and presents and coordinates the presentation of the annual financial reports to the Yuułuʔiłʔatḥ citizens, as assigned.

Administration

- Oversees the development and administration of a financial and accounting record system for the

Yuułuʔiłʔatḥ and its external entities, as assigned.

- Works with management team to ensure that all Program reporting is prepared and submitted in accordance with approved and the required reporting schedule.

- Oversees the development, review and administration of the Department’s office and operating procedures, policies, standards and protocols.

- Maintains a current level of knowledge of related external regulations, laws, requirements and

programs, in meeting the needs of the Yuułuʔiłʔatḥ Government Department of Finance.

- Provides regular and special oral and written reports to the CAO and keeps the CAO informed of sensitive and important issues and events affecting the financial management of the Yuułuʔiłʔatḥ, including the assessment and reporting of risk and liability.

Senior Management Team and Executive

- Participates in the Yuułuʔiłʔatḥ Government strategic planning Participates as a collaborative member of the Senior Management team.

- Works with the Senior Management team to ensure a healthy and productive work environment where employees work together to achieve individual, departmental and Yuułuʔiłʔatḥ Government

- As a Senior Manager, communicates a positive future for the Yuułuʔiłʔatḥ Government in ways that gain the support of employees, community and external partners.

- Provides leadership, direction and technical support to the Yuułuʔiłʔatḥ Government Executive with regard to Financial matters.

- Provides regular and special reports to the Executive with regard to financial matters and participates in meetings of the Executive, as requested.

- Provides support to the Yuułuʔiłʔatḥ Government, in the orientation of new members of the

- Keeps the Senior Management Team and Executive apprised on emergent financial

Performs other duties and responsibilities as necessary in the performance of the position, and as assigned by the CAO.

Qualifications

Training, Education and Experience

- Bachelor’s degree in related discipline (Accounting, business Administration, Commerce) and Certified Professional Accountant (CPA) designation.

- 6-8 years of directly related experience with 2-3 years at a senior financial management

- Corporate and auditing

- Experience developing Financial

- Experience working with related regulations and professional practices and

- Experience working with an Indigenous community in a financial management

- Current Class 5 BC Driver’s Licence

- Satisfactory criminal records

Knowledge, Skills and Abilities

- Knowledge of PSAB and GAAP

- Ability to manage and mentor a team of professional and clerical
