Position Summary
The City of Regina is looking for an energetic Arts Professional who is passionate about cultural diversity, supporting the artistic community and celebrating Regina's cultural heritage.
If you have experience in collections management, enjoy collaborating with internal and external stakeholders and seek to prioritize equity and inclusion through your work, join our Parks, Recreation & Cultural Services team as the Community Consultant, Art & Cultural Heritage. This position helps to shape the City's civic identity within the unit and across the department as we look to deliver on the Regina Cultural Plan. Using a community development approach this position is responsible for leading community engagement activities; providing consulting services to a variety of stakeholders, partners and community-based organizations; managing key civic cultural assets (public art) and special projects; providing support in areas of cultural heritage (civic identity). This position reports to the Coordinator Cultural Development.
Key Duties & Responsibilities
- Provides consultative services to community based groups, internal partners, and creative industry businesses pertaining to the identification and delivery of cultural opportunities.
- Facilitates the development and sustainability of community based cultural organizations to build capacity in the delivery of programs and services through organizational development, needs assessment, strategic planning, volunteer recruitment and development, and leadership training.
- Supports community-based cultural organizations to develop plans to access funding and assists them to apply for City of Regina community investment programs, where appropriate.
- Facilitates and negotiates the development of partnerships with community organizations and businesses in order to assist in the coordination of cultural programs, facility use/access and community services.
- Supports projects, policies and engagement related to issues of civic identity; eg languages, historic places, stories and objects, events
- Develops and facilitates public engagement and input processes to help guide development and implementation of programs and services within the mandate of the department.
- Develop and implements policies and procedures as required.
- Assists in the development and management of capital and operating budgets as required.
- Selects, supervises, recruits, trains, schedules and evaluates performance of staff as required.
- Prepares and negotiates contracts with cultural service providers and vendors as related to special projects and public art.
- Responsible for day to day management of civic art collection conservation, maintenance, staff, assets and budget.
- Responsible for special project management as required.
- Performs related work as required.
Key Qualifications
- University Degree in Fine Arts, Art History, Design, or Arts Administration combined with three (3) years related experience or a two (2) year diploma in a related field with (3) three to (5) five years experience in community engagement, cultural programming, heritage and administration working in a facilitative role with cultural organizations, preferably in a municipal setting. Supervisory experience is an asset.
- Knowledge of needs assessment and strategic planning principles and practices, with demonstrated ability to implement sound community development processes.
- Knowledge of and experience leading community engagement and consultative practices.
- Knowledge of, and demonstrated ability to apply project management principles and practices.
- Knowledge of cultural program planning, practices and techniques.
- Knowledge of Conservation and Archival skills
- Knowledge of Collections Management and Curatorial skills
- Knowledge of Art Project Management skills, both short-term and long-term integrated projects
- Knowledge of the policies, related practices, application and impacts of historic places, stories and objects.
- Ability to research, analyze, and summarize reliable information and determine action required.
- Ability to use Microsoft 365 applications, including Teams, SharePoint, Word, Excel, and asset management software.
- Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences including formal public presentations, written reports and the development and delivery of training and resource materials.
- Ability to negotiate mutually beneficial agreements and to manage change through decision making, problem solving and consensus building.
- Ability to establish and maintain effective working relationships and to work cooperatively with staff, peers, supervisors, volunteers, elected officials and the public.
Working/Other Conditions
- Must possess a valid driver's license and have a vehicle for work usage (a travel allowance is provided)
- Note: May be required to work non-standard hours including weekends.
