**Job description**:
Reporting to the Director of Operations, the Manager, Personal Support Services is responsible for the general management and support of the cost-effective development, implementation, administration, and evaluation of services offered within the Personal Support Services team in the Eastern Counties region. The incumbent will ensure that all services are offered within a quality/risk management framework and will understand and promote the importance of values, ethics, and vision by guiding individuals and groups towards developing, sharing and contributing to the organization’s goals.

**Primary responsibilities include**:
**Operational and Organizational Responsibilities**:

- Sets program objectives in accordance with Carefor mission and vision, considering resource needs as well as performance and financial targets
- Reviews, monitors and oversees admission processes and actively engages with clients and families regarding significant concerns, unmet needs, unique requests, wait lists and all reportable occurrences
- Addresses adverse events, complaints management, and client/family/caregiver concerns
- Initiates, reviews, consults, develops recommendations and implements continuous quality improvement process in response to all incidences/occurrences within the programs
- Identifies client safety priorities and environmental conditions requiring monitoring and action plans
- Assists in the collection and evaluation of client satisfaction information
- Engages in client and family/caregiver case conferences
- Uses evidence based best practices in decision making to improve the client experience
- Adopts a continuous improvement approach in incorporating program standards, policies and procedures, accreditation requirements and recommendations, and audit findings
- Represents Carefor on regional work groups dedicated to client service delivery
- Builds consensus and commitment with internal and external stakeholders to address program needs
- Assumes responsibility for the accuracy, timeliness, and consistency of output and ensures all activities performed follow legal, regulatory, and organizational policies and procedures

**Managerial/ Supervisory Responsibilities**:

- Monitors and/or performs human resource management activities for both union and non-unionized employees including: recruitment, selection, health and safety, continuing education, performance development and performance appraisals
- Provides direction, support, and guidance to the supervisors, coordinators and staff (largely comprised of homemakers and personal support workers)
- Coaches, leads, trains, and supports staff in attaining individual and operational performance objectives through team building, development of work plans, risk management, and effective communications
- Supports conflict resolution, develops modified work placements and acts in a manner consistent with corporate standards, policies and practices
- Anticipates, responds and adapts leadership style to different demands and uses change management tactics in approaching changes within the team
- Prioritizes relationships with the union leadership to proactively work through any identified challenges
- Participates in the on-call roster for management

**Financial Responsibilities**:

- Participates in the annual budgeting process and tracks departmental results
- Works closely with the Director to address variances from target
- Prepares and utilizes appropriate metrics and reports for areas of responsibility

**Health and Safety Responsibilities**:

- Operates within and monitors individual, staff, and program compliance with Occupational Health and Safety Legislation, standards, and Carefor Policies & Procedures
- Participates in health and safety training including WHMIS and applies this knowledge
- May be asked to represent management on Joint Occupational Health and Safety Committees, Inspection Teams, site audits, inspections, etc.

**Qualifications Include**:

- Registered Nurse with BScN or equivalent
- Minimum 5 years’ experience working in a community-based healthcare organization with at least 3 years’ experience in a supervisory role
- Experience working within a continuous quality improvement framework
- Ability to prepare and manage budgets, revised procedures, and develop schedules
- Excellent communication skills (both verbal and written)
- Experience in conflict resolution
- Ability to work in a stressful environment and manage multiple priorities
- Proficient in Microsoft Suite and other programs
- Effective interpersonal, problem solving and critical decision making skills
- Ability to act as a change agent
- Experience leading in a unionized environment is a strong asset
- Direct experience working with individuals with dementia considered an asset
