The Department of Agriculture is seeking to fill the Program Analyst (PM2) position located in Portage La Prairie. Manitoba Agriculture works collaboratively with citizens, industry, governments and other stakeholders to enable the sustainable development and strengthen the resilience of Manitoba's agriculture and food processing industries. Conditions of Employment:

Qualifications:
**Essential**:

- Post-secondary education in Agriculture, Science, Finance, Business Administration or related discipline. An equivalent combination of related education and experience may be considered.
- Knowledge of research and analysis techniques for program and policy evaluation.
- Experience in financial analysis.
- Strong analytical, problem-solving and decision making skills.
- Strong interpersonal skills to build and maintain effective working relationships with various stakeholders.
- Experience in policy and program development.
- Strong written communication skills.
- Strong verbal communication skills.

**Desired**:

- Knowledge of departmental policies and programs to make recommendations on program options.
- Experience in database management and data analysis.
- Experience working in the agriculture, agri-food, agri-product processing and/or landscape management sectors, with particular emphasis on policy and program development.

**Duties**:
The Program Analyst undertakes evidence-based research, analysis and feasibility assessments to support the development of policies and programs as it relates to the Canadian Agricultural Partnership. The incumbent assists in the planning, development, implementation, monitoring and evaluation of policy and program initiatives and ensures that projects being considered for funding fulfill policy objectives. The incumbent also consults and collaborates with a wide cross-section of government and non-government stakeholders and coordinates the development of a variety of documents to support senior management policy and program decisions.
