The Alberta Recycling Management Authority (ARMA) acts on behalf of the province to oversee end-of-life processing of tires, electronics, paint and used oil materials. Our industry is rooted in the principle of circular economy where resources and products are kept in use for as long as possible, and regenerated into new products and materials at the end of their earlier life cycle. We have recently been named by the province to oversee Extended Producer Responsibility (EPR) by way of regulation. This role will be a key player on the team leading the business development of a new division at ARMA and overseeing the implementation of a new recycling framework for the province.

**Position Summary**:
Reporting to the Executive Director, Extended Producer Responsibility, the Manager, EPR Operations & Change Optimization is responsible for managing the initiation, operationalization, and change management of Extended Producer Responsibility (EPR). This role will impact the recycling programs for the province of Alberta for decades to come.

**CORE RESPONSIBILITIES**

**Change Management**

1. Leads development of fulsome Change Management Plan (including short, medium, and long-term strategies and tactics) for Extended Producer Responsibility (EPR), in collaboration with the Director, Brand & Marketing and other internal and external interested parties. This will include the development of tools such as guidelines.

2. Leads development of engagement processes and activities such as webinars, working in collaboration with the Director, Brand & Marketing and other internal and external interested parties.

3. Prepare change management strategies and work plans while enabling interested parties as change agents to increase the probability of success.

4. Scrupulously analyze the issues pertaining to a project's intent, deliverables, and leadership.

5. Realistically identify issues and program obstacles.

6. Provides sound advice and support in developing EPR change related communication strategies.

7. Prepare and distribute communication materials to promote awareness and education about EPR. This will include development of presentations, briefing notes, reports, etc.

8. Audit the performance of EPR and create mechanisms to reinforce the behavior, and process changes to ensure results are achieved.

**EPR Implementation and Operations**

1. Leads development, implementation and operationalization of the EPR Regulation, bylaws and policies.

2. Responsible to manage and implement best practice and continuous improvement in EPR implementation, operationalization, and evaluation.

3. Maintains a thorough understanding of industry trends regarding oversight policy developments, to support informed decisions regarding EPR oversight.

4. Support the EPR Registry by ensuring relevant data is being captured to support all reporting requirements.

**EPR Performance Measurement and Reporting**

1. Identify and report on key performance measures that support ARMA in fulfilling its mandate as the regulator overseeing the EPR system.

2. Leads data analysis and visualization development to monitor system performance for:
a. Compliance with regulatory reporting requirements and;
b. Ongoing opportunities to refine operational policies to achieve higher performance outcomes.

**Project Management**

1. Develop and support project management to stand-up EPR oversight operations.

2. According to contracting and procurement policy, coordinates internal and external resources for the completion of projects.

3. Work in collaboration with relevant parties to define the project goals, objectives and planned deliverables in order to fulfil project requirements.

4. Ensures that projects are completed within scope and budget and are on-time.

5. Tracks the progress of projects ensuring that all tasks are completed and no areas are missed in execution.

6. Facilitation of project team workshops to document current state, identify opportunities for improvement, build future state maps and processes.

7. Establish governance structures and committees as required to ensure collab
