**People & Culture Manager**

The People and Culture Manager, under the supervision of the Chief Administrative Officer of the Archdiocese, is primarily responsible for planning, developing, implementing and evaluating human resources and labour relations strategies, including policies, programs and procedures to meet the organization's human resource needs. He or she advises management and employees in the interpretation of human resources policies, compensation and benefits programs and collective agreements. He or she works mainly with diocesan administration as well as diocesan cemeteries. The Manager provides support to parishes on the various aspects related to human resources when necessary. The main areas managed by the People and Culture Manager include, but are not limited to, the following:
**Labour Relations Management**
- Recommends human resources policies and objectives for the organization on any topic related to employee relations and employee rights.
- Ensures compliance with legislation related to employment contracts and letters for all employees.
- Works in collaboration with the Chancery Office to prepare the necessary documents (letters of employment, support letters) required for immigration matters for foreign priests.
- Liaises with various legal advisors specifically in matters of labour relations and employment.
- Provides guidance to managers in their responsibilities of communication, feedback, recognition and interaction with employees who report to them.
- Conducts investigations when employee complaints or concerns are raised.
- Monitors and advises supervisors in the organization's progressive discipline system. Monitors performance improvement processes.
- Ensures compliance with legislation and internal practices when an employee leaves the organization.
- Liaises with the Health and Safety Officer to ensure compliance.
- Works in collaboration with the wellness ambassador to propose programs and actions that emphasize wellness and well-being.
- Guarantees and ensures that employment equity is respected within the organization.
- Participates in collective agreement negotiations.
- Liaises with the HR Advisor on matters related to Safe Environment.

**Training and Development**
- Develops training plans for staff.
- Ensures the implementation of indicators to measure the impact of training programs.
- Develops and organizes integration procedures for lay employees.
- Develops and updates the competency assessment system for all employees and connects it with the individual increases system.

**Recruitment**
- Establishes practices and procedures for recruitment.
- Establishes and participates in selection committees as part of recruitment.
- Develops external partnerships relevant to the needs of the organization.
- Leads and actively participates in all aspects of the recruitment process.

**Compensation**
- Defines, implements and evolves a system of professional classification and job descriptions.
- Monitors salary practices and benefits in the employment pool to establish incentive practices for employee recruitment and retention.

**Benefits**
- Conducts research on employee benefits and health practices and recommends changes to existing policies.
- Ensures that employee enrolments to insurance and pension plan are processed in a timely manner.

**Other**
- Ensures that the information is updated in the Human Resources section of the website.
- Ensures the registration of various documents and data necessary to operate the human resources department.
- With the support of Finance, prepares the annual budget for the department.
- Contributes to any other mandate or project relevant to the position.

**Job Requirements**
- Bachelor's degree or equivalent in human resources, business or organizational development.
- At least five years of significant experience in similar human resources positions.
- Significant experience and expertise in labour law, organizational planning, recruitment, employee development and development and conflict management.
- CHRP designation is an asset.
- Experience in collective agreement negotiations.
- Knowledge of occupational health and safety issues as well as compensation.
- Excellent communication skills (oral and written) in both official languages.
- The ability to work within a team setting, to communicate with all levels of the organization and adapt quickly to change.
