The Nova Scotia Human Rights Commission (NSHRC) has a unique role within Nova Scotia. It is an independent government agency tasked with administering the Nova Scotia Human Rights Act ("the Act"), a provincial statute created in 1969, with the most recent amendments in November 2012. The Commission has many responsibilities. Currently, the Commission is focused on two main areas; providing a human rights dispute resolution process to resolve allegations of discrimination both on an individual and systemic level; and working to eliminate barriers and prevent discrimination through education, training, public engagement, and policy development. The Commission is mandated by the Act to help build inclusive communities and protect human rights in Nova Scotia.

**About Our Opportunity**:
Reporting to the Director, Race Relations, Equity, and Inclusion and with broad guidance, the Policy and Research Advisor will provide policy advice and analysis, and strategic advice to the Management Team and the CEO on a range of human rights issues in Nova Scotia. They will also help to advance the Nova Scotia Human Rights Commission's vision of advancing equity and dignity, fostering positive, productive, and respectful relations, and protecting human rights. Working collaboratively with all units of the Commission, the incumbent will engage in comprehensive research services and policy formulation in support of the Nova Scotia Human Rights Commission's legislative mandate and the Nova Scotia Human Rights Act.

This position will lead or conduct targeted research while providing policy and program advice and evaluation, ensuring the Commission has reliable and relevant data, research, and evaluation information to inform its strategic objectives. The Policy and Research Advisor will stay abreast of current and emerging human rights issues provincially, nationally, and internationally and shares information and understanding within the Commission to build knowledge/capacity and position the Commission's work within its broader context. Overall, this position will ensure that a contextual research and policy lens informs the work of the Commission and with the guidance and oversight of the Commission's Registrar, will, on an ongoing basis, support the development and maintenance of internal NSHRC policies and procedures.

**Primary Accountabilities**:

- Supports informed decision-making by completing high quality jurisdictional, historical, cultural, and socio-economic research on assigned topics or in relation to trends within the human rights landscape.
- Conducts research, environmental and jurisdictional scans, critical quantitative and qualitative data analysis, and reports on emerging trends in human rights, locally and across the country.
- Supports the Commission in preparing and presenting policy and issues papers, briefing materials, opinion papers, submissions, memoranda, policy advice and recommendations including those pertaining to government’s human rights obligations for public service and all Nova Scotians.
- Provides advice directly to the CEO or the CEO office pertaining to the work of the fulfilment of the mandate of the Commission.
- Assists in preparing reports in response to requests for information by national and international bodies on the implementation of human rights treaties and jurisdictional compliance with international human rights obligations.
- Communicates and works across disciplines and with diverse research and human rights partners.
- Oversees and leads collaboratively in the development, implementation, monitoring and management of research proposals and grants.

**Qualifications and Experience**:
Experience in planning and organizing projects and processes, policy and legislation related research, analysis and evaluation is essential. The position requires strong analytical and writing skills, a well-developed ability to think and work independently, organize tasks and projects, and the ability to identify policy options and implement practical solutions to complex problems involving multiple interested parties.
