The Procurement Specialist will assist the Manager of Procurement in enhancing overall procurement services for stakeholders, increasing efficiency, recommending controls, and ensuring compliance with the ESA Procurement Policy and Procedures.

The Procurement Specialist will engage in various activities such as handling confidential and sensitive data, using discretion to identify issues and report them to management, and providing critical information such as contract terms, commercial analysis, and opportunities for process improvement. Additionally, the specialist will perform analytics on the procurement processes, track KPIs, generate reports, and make recommendations to the Manager of Procurement.

Key Responsibilities include:

- Respond to vendor debrief requests or disputes by leading and chairing meetings involving internal stakeholders and vendors.
- Analyze procurement data and prepare contract award reports and recommendations for management review.
- Monitor contract expenses and trends to forecast spending and encumbrance requirements.
- Facilitate and capture sensitive data in the procurement process with internal stakeholders under management oversight to make consensus decisions.
- Ensure that procurement processes and payment flow are conducted in compliance with applicable policies, procedures and laws.
- Manage vendor relationships, expedite contractual requirements, resolve discrepancies and invoice issues, and track vendor performance while building trustworthy relationships with key stakeholders and vendors.
- Regularly provide reporting on items that may impact ESA’s policies, procedures, legislation and regulations, contentious issues or critical data that includes financial, spending and benefits analysis.
- Engage various departments for input and strategic advice during contract negotiations by reviewing and interpreting contractual terms to identify risks and propose contract modifications.
- Maintain up-to-date procurement records and contract documentation in the information systems.

**Who Are You?**

You should have at least four years of experience in strategic sourcing, contract negotiation, or managing strategic partners and a three-year university degree in Finance, Business Administration, or equivalent.

A professional procurement designation (such as a Certified Supply Chain Management Professional (CSCMP), Certified Public Procurement Officer (CPPO), or Certified Professional Public Buyer (CPPB).

You must have procurement expertise, including RFP, Quotation, Information, and Prequalification. You'll distribute materials and assessments promptly to facilitate ESA decision-making.

General knowledge of business and/or public administration, economics, political science, finance, science, public safety, and public relations to interpret, record, and gather information on issues and regulatory policy and provide responses.
