- Manages medium to large ITS projects and initiatives through all phases of the project life cycle to ensure business solution functionality and performance objectives are met on schedule, and within scope and approved budget. Leads multi-disciplinary, cross-departmental project teams. Develops project work plans, budgets, and staffing requirements.

**Duties/Responsibilities**
- Provides direction and guidance; assigns priorities, schedules, and work; and monitors progress of consultants, business analysts, and project team members.
- Designs, develops, and maintains project and work plans, and works with project teams to prepare project charters and statements of work. Applies change management models as appropriate.
- Works with project team members and stakeholders to define and document business and user requirements.
- Works with project team members and stakeholders to ensure legislated requirements and ITS standards and practices are met in project design and delivery.
- Tracks and reports on project budgets, including processes related to payments, tracking, reporting, and approvals.
- Coordinates cross-departmental project activities and resources to meet project milestones. Determines staffing requirements and arranges recruitment and assignment of project staff.
- Reviews status reports and modifies schedules and work plans as required. Prepares and delivers project reports for key stakeholders and management.
- Participates on committees to report on project progress, challenges, and resourcing issues, and prepares and makes presentations to senior management and other ITS staff. Resolves problems and ensures recommendations and resolutions are implemented.
- Participates in selecting contractors, vendors, and consultants, with clients and other ITS staff. Reviews and accepts completed work on behalf of the Region. Coordinates Request for Information (RFI) and Request for Proposal (RFP) documents.
- Contacts external clients when developing and implementing projects. Exchanges information with area municipalities and business partners regarding system implementation and automation.
- Performs related duties as required.

**Knowledge, Skills, and Abilities**
- Knowledge and skills are normally acquired through a post-secondary degree/diploma in a related field (e.g., business administration, computer science, management information systems), plus progressively responsible related experience. Knowledge and skill may include Certification as a Project Management Professional or equivalent.
- Knowledge of and ability to comply with policies, procedures, collective agreements, related legislation (e.g., privacy, information, health and safety, accessibility), and industry and Region of Waterloo technology standards.
- Analytical, organizational, business acumen, and continuous improvement skills to develop project work plans and deliver projects on time, within scope and budget; identify, assess, and mitigate risks; manage multiple projects simultaneously; and adapt to changing priorities and deadlines.
- Leadership, communication, and human relations skills to advise and lead committees; negotiate with contractors; prepare and conduct presentations; provide feedback and recommendations to project teams and stakeholders; support change management activities; communicate complex technical information to staff with varied levels of technical understanding; and participate as an effective team member.
