**Salary**: $2,972.85 to $3,903.67 bi-weekly ($77,591 - $101,885/year)

**Role Responsibilities**:
We are looking for a specialized technical professional with an engineering background who will be responsible for assessing and analyzing capital asset systems serving outdoor recreation infrastructure province-wide. Capital asset systems include facilities, utilities (e.g. water, wastewater, electrical systems, gas services), roads and parking, staff housing, and other specialized systems. The Capital Systems Planner assesses infrastructure elements, recommends refurbishment or replacement, coordinates site-level plans with Capital Infrastructure Planners, and oversees the planning and development of capital asset systems. This role is within the Capital Infrastructure Development and Implementation (CIDI) unit and reports to the Manager of Capital Systems Planning.

Responsibilities may include but are not limited to:

- Develop plans for province-wide capital asset systems such as facilities, utilities, roads and parking, staff housing, and other infrastructure elements.
- Undertake infrastructure planning studies, feasibility assessments, preliminary engineering evaluations, and condition assessments to evaluate capital asset systems and individual assets against program objectives and regulatory standards. Assess and prioritize assets for refurbishment or replacement, based on condition, performance, life cycle cost, systems planning, and harmonization considerations.
- Collaborate with operations and maintenance staff, end-users, planners, consultants, and project managers to identify needs, define project priorities, address key issues, and resolve conflicts as necessary.
- Develop project charters and detailed project plans. Write scopes of work for Requests for Proposals (RFPs) and evaluate proposals.
- Manage professional services contracts, ensuring adherence to contract documents by consultants and contractors engaged in assessments, feasibility studies, concept designs, and construction monitoring activities onsite. Manage project scope, cost, and schedule.
- Review consultant reports, recommendations, and cost estimates. Facilitate stakeholder reviews and ensure feedback is incorporated.
- Support Capital Infrastructure Planners with technical planning tasks to ensure alignment of capital asset system plans within broader capital planning initiatives.
- Support the Project Management and Delivery team during the design and implementation of the project plan to ensure intent and provincial harmonization.

**Qualifications**:
Education and Experience:
Two-year technical diploma in a related field (such as civil engineering) plus 6 years of progressively responsible related experience.
