**Job Description**:
**POSITION PURPOSE**

This position is responsible for coordinating financial and statistical data related to contract performance management matrices for operating and maintenance contracts. Develops and maintains spreadsheets for the implementation of benchmarks and tracking of key performance indicators. Compiles and analyzes data relating to performance, contractual compliance, verification of contractor billings and helps in the preparation of data, procurement administration and planning.

**MAJOR RESPONSIBILITIES**
- Monitors and recommends changes/modifications to contract forecasting, procurement, and reporting.
- Develops and maintains spreadsheets to implement benchmarks and track key performance indicators.
- Initiates and develops proposals based on data and makes recommendations with respect to operating procedures and/or changes.
- Assists management in the development of service standards and productivity measures.
- Verifies contractor billings for accuracy and content.
- Monitors the data collection and analysis as it pertains to contracts to ensure the timely issuance of the contract administration requirements.
- Assists in the preparation and delivery of monthly billing report to contractors.
- Compiles and analyzes data relative to contract compliance.
- Assists in the preparations and tracks monthly accruals for revenues and calendarization for revenues and expenditures.
- Monitors and reviews statistics, reports and supporting documentation, in preparation for required operational financial reports, studies and publications.
- Completes routine forms, records, and reports, as required.
- Analyzes and reports variances with service activities and statistical reports and recommends solutions to management.
- Provides appropriate data and reports to assist management in the development of operating and capital budgets and in the assignment of new procurements.
- Reviews and monitors all contract packages ensuring compliance with procurement bylaw.
- Coordinates preparation of all statistical reports for Operations management staff.
- Ensures that services provided meet Regional customer service standards.
- Participates on committees, work groups, task forces and special projects, as assigned.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties as assigned, in accordance with Branch and Department objectives.

**QUALIFICATIONS**
- Successful completion of a post secondary certificate (one (1) year or more) in Finance, Business Administration, or related field or approved equivalent combination of education and experience.
- Demonstrated skills establishing, maintaining, and producing spreadsheets including experience with spreadsheet design, report revision and generation.
- Ability to interpret and process procurement related documents in relation to contracts.
- Demonstrated ability in the Region’s core competencies.
- Familiarity with appropriate Standards, Acts and Regulations.
- Sound judgement plus well developed interpersonal, organizational, and problem-solving skills to analyze and recommend new or changes to various operating procedures.
- Intermediate skills in MS Office Suite and use of virtual platforms.
- Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
- Ability to travel to offsite locations, as required.
- Ability to work outside regular business hours, as required.
