The Greater Moncton International Airport Authority (GMIAA) is seeking a Human Resource Manager. The Human Resources Manager is a member of the GMIAA’s leadership team and is
accountable for contributing to the development and operationalization of the GMIAA’s strategic objectives. Reporting to the Director of Finance and Administration, the HR Manager
provides stewardship and oversight for key HR functions, such as Labour Relations, Recruitment & Staffing, Training & Development, Compensation, Benefits & HRIS, and Occupational Health & Safety. Further, they act as a trusted and knowledgeable consultant to those in management and leadership positions in the areas of Employee Engagement & Retention, Performance Management & Coaching, and Policy & Collective Agreement Administration. The HR Manager is responsible for managing the budgets associated with the key functions noted below.
:
**Essential Functions**
- Support Managers and Supervisors in effective leadership and management of Staff
- Guide and support the Labour Relations function; provide guidance to Operations Management & Supervision and assist in the grievance process.
- Update Employee policies and procedures as required; develop knowledge of the policies and procedures to effectively communicate guidelines when responding to
Employee inquiries.
- Coordinate with Vantage HR team regarding Corporate HR initiatives
- Assist with preparation for Collective Bargaining Agreement negotiations and recommend language changes as appropriate.
- Update, revise and create job descriptions as the business evolves.
- Update succession planning program, onboarding process, Employee development and training programs; maintain central repository of training information an ensure delivery
of objectives.
- Review, support and recommend efficiencies in the performance review and management processes to ensure they support succession planning and corporate
goals.
- Lead recruitment for Staff and Management positions; provide support for Bargaining Unit recruitment.
- Complete compensation reviews and benchmarking as required to ensure competitiveness and to maintain internal equity.
- Deliver Employee Satisfaction Survey, document results and develop and manage the action plan.
- Make recommendations regarding, and lead implementation and maintenance of, all HR, payroll, benefits and learning and development tools.
- Coordinate and support group insurance benefit renewal
- Develop, implement, and monitor employee EAP and wellness programs.
- Participate in the Health & Safety Committee and the Labour Management Committee
- Track and report on HR metrics on a weekly, monthly, quarterly, or annual basis as required. Track and report on HR special projects as required.
- Develop and maintain budget for Human Resources and Training; support budgetary process

**Qualifications**
- A bachelor’s degree in the field of Human Resources, Commerce, Sociology or Psychology; or a diploma or certificate in Human Resources Management from a
recognized post-secondary institution
- CPHR Certification
- A minimum of 5 years of human resources management experience in a unionized environment, preferably in the Public Sector
- Experience managing difficult and sensitive situations which require a high degree of tact, and an unwavering commitment to confidentiality.
- Excellent communication skills, both written and verbal, in English is required; fluency in the French language would be considered an asset.
- Experience in HR policy development, ensuring collective agreement and legislative compliance is required; experience in collective bargaining is strongly preferred.
- Experience with recruitment and staffing activities, compensation and benefits administration, performance management system oversight, and supporting manageremployee
performance coaching is required; experience in attendance and disability management, and in developing and initiating Equity, Diversity & Inclusion programs, is
strongly preferred.
