The Technical Project Manager is responsible for the successful execution of the technical aspects of projects or programs to ensure that the requirements of the contract are met within the approved budget and schedule. The Technical Project Manager creates plans, schedules, budgets, authorizations for design and manufacturing work; performs cost and schedule control and reporting; and resolves problems and issues in support of the execution of programs.

As a key link between PMO, Engineering, Supply Chain, and Quality, the Technical Project Manager also coordinates the sourcing, contracting, procurement, distribution and inventory management of goods and services necessary to achieve success in the technical projects or programs of Weatherhaven.

Additionally, the Technical Project Manager works with PMO, Quality, Engineering, and Vendors to cost reduce existing projects or programs to meet or exceed costing targets.

**DUTIES AND RESPONSIBILITIES**:

- Manage projects/programs with medium-to-high risk, complexity and change management, or multiple small to medium programs.
- Develop, monitor and control project/program execution schedule, including monitoring of Project Managers, line department and Subcontractor performance to schedule; identify in a timely manner inefficiencies, roadblocks and priority conflicts.
- Manage day-to-day operational aspects of projects/programs and scope, and maintain adequate records.
- Perform cost monitoring and control of projects/programs, monitor design and production progress, track & support problem resolution activities and develop progress reports relative to the budget, schedule, and risk.
- Ensure timely and accurate invoicing, and monitor receivables for projects/programs.
- Ensure the implementation of project/program quality plans with specific regard to meeting customer technical, performance, testing & certification requirements.
- Prepare Work Authorization Documents for subcontracts, including thoroughly communicating scope of work, budget and schedule to other departments within the company or to subcontractors.
- Monitor activities of project/program Engineering staff, contractors assigned to projects/programs, and subcontractors.
- Utilize data compiled from financial and parts databases to develop formal reports on Cost and Schedule Control following Earned Value Management System principles.
- Investigate and resolve issues related to project/program quality documentation in conjunction with Quality Manager, Engineering Manager, and Manufacturing Manager.
- Manage and estimate Additional Work Requests (AWR) and contract changes for existing projects/programs.
- Participate in full cycle preparation of tender submissions, conceptual estimates and delivery schedules.
- Understand production processes thoroughly to ensure that material is delivered on time.
- Liaise with vendors to get material at the right time and required quantity at required locations.
- Maintain data of all prices approved as a record and keep track of changes in prices.
- Obtain, review and compile subcontractor quotations.
- Negotiate and execute contracts with vendors as per requirement of quality, cost, and delivery schedules.
- Manage and develop solid relationship with vendors to reduce costs and improve quality.
- Source and develop reliable vendors to provide quality goods and services for targeted prices.
- Engage with Engineering at the development stage to ensure designs use the appropriate manufacturing technologies to meet performance and costs requirements.
- Execute cost reduction programs on previous or current projects by sourcing alternative vendors, improving current vendor capability, negotiating more favorable pricing/terms, and/or engaging with engineering in creative design/process/method solutions.

**Qualifications, Education, Experience, and Training**:

- Thorough knowledge of formal program management methods, processes, procedures, techniques, and tools - initiation-planning-execution-closure, Earned Value, Critical Path, MS Program, different stages of planning, risk & issue assessment, requirements analysis, estimating & costing, business benefit realization, business case ownership, and program controls.
- Excellent interpersonal skills (including the ability to interact with others with tact and diplomacy), communication skills (verbal and written) and presentation skills.
- Strong analytical and problem solving skills.
- Strong skills with program management tools (MS Project and Excel).
- Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
- University degree or college diploma in field of Mechanical or Electrical Engineering or related as a minimum.
- Over 4 years of experience in a program management capacity, including all aspects of process development and execution.
- Program Management Professional Certifications (PMP) is an asset.
