**About the Role**
We are seeking a highly skilled and experienced Program Manager to join our non-profit organization. As the holder of technology strategy and practices, you will work directly with the COO and the Director, Labour Market Programs & Employer Engagement. You are the go-to person for internal staff for big picture thinking as well as identifying quick wins for immediate results. You like to get busy finding solutions for long-term challenges, involving all the necessary parties; you breath change management. You will lead organization-wide efforts to improve efficiency by:
- Implementing an IT strategic plan
- Recommending practical and scalable solutions
- Developing, implementing & managing various information systems
- Building relationships with teams, vendors, and other stakeholders
**Salary**: $70,000-$75,000 per annum plus a competitive benefits package

**Key Responsibilities**
**IT Strategy**
- Develop and implement an IT strategic plan in support of the overall organizational strategy.
- Support IECBC’s strategy through innovative solutions by identifying and analyzing problems and trends and anticipating requirements.
- Support IECBC’s funding strategies and enhance proposals from a strategic technology lens with that support long-term solutions.
**Platform Analysis & Recommendations**
- Evaluate current systems and platforms for usage, data outcomes, procedures, Service Level Agreements (SLAs), licensing, contracting and more.
- Evaluate overall security, including but not limited to IT policies, cyber security insurance, technology procedural documentation, and off/on boarding of employees.
- Recommend where to place investment in short-term (1-2 years) to mid-term (3-5) years with the aim to increase transparency across the organization within budget.
**Relationship Building**
- Manage various technology vendors and serve as primary contact to Request for Proposals (RFPs), bids, contracts, and agreements.
- Negotiate and administer consultant contracts and service agreements.
- Create a Change Management Plan based on the IT Strategy and the Platform Recommendations.
**Other Key Responsibilities**
- Build a small technology team to make IECBC ready for the future. The needs of the team may change depending on needs not yet uncovered. Invest in project management to continue the journey towards a Centralized Information System with new features rolling out as needed.
- Ensure SharePoint is utilized to enhance collaboration across individuals and teams (internal/external); this may include reorganizing folders and content, setting up permissions, managing maintenance, enhancing security, configuring workflows, and cloud backup.
- Manage the technological budget, including forecasting for up to 3 years concerning Information Systems, licensing/contracts, release management, SharePoint, helpdesk, laptops & accessories, and salaries.
- Bring strategic and tactical change management practices with you to all that you do. Change in the organization, often reflected in processes and technology, need to be carefully handled to continue moving the needle. Implement a solid change management plan, making alterations when and where needed.
**Qualifications**
- A Bachelor's degree in a relevant discipline, such as information technology, management or computer sciences.
- PMP certified or Certificate in Project Management.
- 4 years of experience in developing IT strategy and implementing Change Management.
- Effective communication and presentation skills.
- Ability to develop and lead a cohesive team and manage performance and productivity.
- Expertise in IT governance, systems development methodologies, security, policy development, and best practices.
- Expertise in contracting, negotiating, developing, and cultivating successful partnerships.
- Knowledge of recruitment, training, and mentoring to build your team.
- Planning, prioritization, and organizational skills to meet timelines.
- Effective judgment, discretion, problem solving skills and initiative.
- Knowledge of dealing with system complexities, including multiple systems, integration challenges, privacy, seamless interfacing.
- Familiarity with using various software (notably M365), CRM systems, LMS systems, analytical tools, and web development.
- Analytical skills to parse, handle, and define a variety of information.
