LOFT Community Services is a unique and dynamic charitable organization that supports people living with complicated issues such as mental and physical health challenges, substance abuse, poverty and homelessness. Serving approximately 13,969 annually and providing 1,788 units of supportive housing last year, LOFT is one of Ontario’s largest mental health service providers of its kind. To help fulfill its mission, LOFT is hiring a** Program Manager.**
**JOB SUMMARY**:
The Program Manager is responsible for developing, supporting and managing one or more programs within the organization. The Manager supervises front-line staff and works in conjunction with the Director to develop accountability and program evaluation mechanisms to ensure responsive and effective services. This position works closely with the Director of Finance and Administration to implement Human Resources policies and practices within their team(s). The Manager makes hiring decisions and uses performance management strategies to ensure efficient and effective service delivery. The Program Manager represents the organization in a variety of partnerships and sector level committees.
The Program Manager is responsible for the overall coordination and supervision of staff, including training and development, combined with a strong advocacy role to meet the varied needs of the program in liaison with LOFT Community Services.
**WHAT YOU WILL DO**:
- Leadership Responsibilities
- Collaborates with the Management team to provide leadership, program development and quality improvement activities within the organization
- Contributes to the development and maintenance of policies and procedures for the organization
- Participates in planning and development of organizational goals and objectives
- Represents the organization at relevant committees and planning tables to contribute to sector-wide service improvements
- Maintains open and effective relationships with referral sources, partner organizations and funders
- Ensures that the collection of statistical information reflects accuracy and is compiled in a timely manner as required by the agency and Funders
- Financial Responsibility
- Ensure and monitor that staff payroll submissions to LOFT Community Services are accurately forwarded to meet submission deadlines.
- Collaborate with Senior Directors of Finance, Director and the Senior Director of Community Health Services in formulating budget materials.
- Authorizes day to day program expenses, mileage claims, education requests and vacation requests
- Work with Staff
- Recommend selection of all staff based on job description and salary scales approved by LOFT and recommend changes as required
- Develop cooperative action, build staff relationships and act as a liaison between program staff and LOFT.
- Ensure that LOFT policies and procedures are understood, reviewed annually by staff and carried out.
- Develop and coordinate training and professional development programs/activities for all staff as needs are identified.
- Coordinates the necessary resources, supports and clinical consultation required for effective performance by their direct reports.
- Assigns program staff to positions and schedules them for shifts, as required.
- Monitors and tracks staff hours, attendance and absences, and takes remedial steps as necessary for efficient service delivery.
- Carry responsibility for overall supervision of staff employed by the program, including job performance appraisals as specified by LOFT policy.
- Coordinate and attend regular staff meeting and weekly supervisors’ meetings.
- Implements performance management processes, including constructive disciplinary steps, when necessary
- Participation in External Program Functions
- Represents program on community or government committees where staff representation is requested, indicated or delegates this responsibility.
- Attends conferences, meetings, etc. related to the work of the program, as approved by LOFT.

**WHAT YOU BRING**:
- Minimum 5 years progressive experience in the adult mental health or homeless services sector, plus a minimum of three year of management experience
- Masters or undergraduate degree in health/human services, or the equivalent experience
- Knowledge of the social services provided by all three levels of government and of the services provided by other community agencies
- Knowledge and experience in the planning and delivery of direct services in accordance with psychosocial principles
- An understanding of the Psychosocial Rehabilitation principles, and the ability to operationalize them.
- An understanding of the therapeutic relationship, and an ability to come to an agreement with clients on goals/priorities.
