**Job Description**:
**POSITION PURPOSE**

Reporting to the Program Manager, Regulatory Compliance, is responsible for providing strategic compliance support and advice to the Department on future regulatory trends or implications of policy direction; leads policy and program development initiatives, specifically to conducting policy, program and business reviews to develop process improvements; develops policy and program options and recommendations and provides strategic advice to optimize program performance; undertakes research and analysis to assess impacts of initiatives and development of strategies, policies, business process and the link to information technology needs; interpreting federal and provincial legislation and regulations, monitoring and assessing impact on Regional policies and practices; maintains awareness of new policy and program developments and trends; providing quantitative analysis, research and advice to assist branch and Departmental management in developing strategic policies/business processes and key areas for compliance program enhancements; researching, developing and analyzing innovative and strategic policies and programs; preparing environmental, industry and jurisdictional scans; developing cross-functional teams and linkages with branches and other departments to ensure that policies and programs align with Regional, Departmental, Provincial and Federal goals; preparing briefing notes, business cases, process improvements, policy proposals, technology projects scopes of work and committee reports.

**MAJOR RESPONSIBILITIES**
- Develops compliance program policies and continuous improvement implementation strategies for initiatives across the department.
- Develops and executes program evaluations, managing both internal and external resources.
- Develops and assesses strategic policy and program decisions, managing both internal and external resources.
- Researches, analyzes and evaluates legislation, policies and program efficiencies in local, provincial and federal context and evaluates applicability to the Department; identifies best practices, process improvements and/or scope technology solutions for inclusion in Regional program proposals.
- Collects, analyzes, manipulates and manages information and data and associated systems and offers best practice solutions for implementing technology to meet compliance needs.
- Gathers and analyzes information on policy-related issues; analyzes data and prepares reports; monitors and reviews data.
- Develops strategic linkages with provincial and federal governments, the private sector and local/regional municipalities to share information and develop effective program policies and partnerships.
- Performs other duties as assigned, in accordance with Branch and Department objectives.

**QUALIFICATIONS**
- Successful completion of a University Degree in Environmental Science, Information Technology, Applied Sciences, Business/Economics or related field or approved equivalent combination of education and experience.
- Minimum five (5) years’ experience in a municipal or provincial public program development sector with responsibilities in leading complex project initiatives and program/policy development.
- Demonstrated experience gathering, analyzing and documenting business and system requirements, workflows, business processes etc.
- Demonstrated effectiveness with conducting financial analysis and producing program evaluations to determine program effectiveness and policy implications.
- Demonstrated experience in writing and reviewing reports/studies, including ability to identify problems, research, analyze and interpret data.
- Demonstrated knowledge of the Department’s policies, services and initiatives.
- Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
