Occupational H&s Manager

**Reports To**: VP of HR and Safety of parent company.
**Summary**:
The Occupational Health and Safety Manager is responsible for the development, implementation, and evaluation of a comprehensive range of employee health and safety programs and services to meet the goals and legal obligations.

- All activities of the Occupational Health and Safety department and provides advice to management and employees.
**Job Duties**:
- Proactively partner with and influence leadership and management to facilitate the continued journey of transitioning safety from priority to value.
- Plan, develop, implement, coordinate, evaluate, and update occupational health and safety policies, procedures, and programs.
- Perform H&S new hire orientation and necessary training as mandated by job duties or legislation to new hires.
- Schedule, perform and track all safety inspections, completing follow up where required on plants while verifying that corrective actions identified during inspections are implemented.
- Schedule periodic visits to all 3 Westeck plants when appropriate to monitor the progress and compliance of the Westeck health and safety program by the employees and contractors.
- Oversee contractor pre-qualification, evaluating documentation on an annual basis to determine the ability to achieve expected H&S performance, while verifying WorkSafe BC clearance and Insurance documentation is in place, while all supporting documentation is received before commences.
- Support supervisors and managers group in incident investigation process and hold the team accountable to quality, timely completion of incident/injury reporting with focus on action plans to improve processes for the future.
- Act as a resource and serve as a member on the Joint Health and Safety Committee, assisting and providing information and responses on behalf of the company, supporting all activities and follow-up recommendations.
- Lead the annual review of analyzing incident and injury data. Identifying, and preparing trending reports for the leading and lagging indicators, while following up on any noted deficiencies through the development of a Westeck specific safety plan.
- Responsible for training and supporting supervisors/managers in understanding and following OH&S standards & requirements (i.e., Legislation; Due Diligence; Incident Investigations; WCB stats; inspection; etc.).
- Ensure chemical management is up to date and SDSs are current and available in the plants, and all employees are trained on the Westeck WHMIS 2015 program.
- Ensure Emergency Response Plans are current, communicated and that drills are run annually.
- Participate in monthly department safety meetings providing safety updates and presenting health and safety training information when required.
- Manage the WorkSafe BC (WCB) Claims Management process, utilizing external resources & assisting with modified work and return to work plans and monitoring of employees.
- Prepare and circulate monthly H&S performance statistics.
- Perform other related duties as required.
**Other Matters**
- Attend various meetings and action/communicate instructions.
- Produce written reports and make presentations.
- Provide technical expertise to the team.
- Consistently promote high standards through personal example, and ensure that each leader in the plant understands the standards and behaviors expected of them.
- Takes initiative to expand your own skills.
**Education**:
- Post-secondary school diploma or degree in Occupational Health and Safety or related field of study.
- Occupational Health and Safety Certificate, as per the Occupational Health & Safety Act/Regulations.
**Experience**:
- Minimum 5-7 years' experience with occupational health and safety management, preferably within the manufacturing and construction industries.
- Experience with disability management, accident investigation, workplace inspection and job hazard analysis is preferred.
**Abilities**:
- Knowledge of occupational health and safety management, applicable federal, provincial and municipal regulations/legislation, the Occupational Health & Safety Act/Code and its regulations and applicable Human Rights.
- Solid understanding and knowledge of OHS regulations in BC and Canada, including WorkSafe BC Regulations and the Worker’s Compensation Act.
- Proven ability to effectively plan and direct the work of the department and manage its staff and resolve conflict in a positive and constructive manner.
- Service and team-oriented leader who pays specific attention to detail.
- Proven ability to handle multiple priorities in a fast-paced environment.
- Strong analytical, organizational and problem solving skills.
