**Your role**

We're looking for a Project Controls Specialist to join our Federal Government business unit in Ottawa. In this role, you’ll join our team of experts who lead major capital building and infrastructure projects. You’re good at building strong, trusting client relationships and have a knack for bringing the right people together to come up with innovative ideas and solutions.

**Responsibilities**:

- You’ve developed project budgets and cost plans, including cost estimates, cash flow forecasts, and cost management plans.
- You monitored project costs, including tracking expenses and managing change orders, to ensure that the project remains within budget
- You reviewed and negotiated contracts with suppliers, vendors, and contractors to ensure that the project is delivered on time and within budget
- You identified potential risks to project cost, developing risk management plans, and working with the project team to mitigate those risks
- Your clients trust you and rely on your knowledge, skills and expertise to achieve their business goals and objectives by providing them with critical, decision-making information and equipping them with the visibility of the project outcomes and increasing the certainty of success.
- Your clients are impressed with your ability to represent their best interests regarding monitoring and controlling of project budget
- You are highly competent in transforming project performance information into the project progress reports and dashboards that include a comprehensive analysis of project cost performance, KPIs, cost variance reports, cost-to-complete forecasts, cash flow forecast, risks and recommended actions
- Your project teams rely on your ability to manage change, communicate and coordinate between multiple stakeholders, resolve issues, and deliver projects on time and on budget

Qualifications:

- A university or college degree or diploma in engineering, architecture, construction management or quantity surveying (or an equivalent combination of academic and practical experience)
- A minimum of 8 years’ experience working in a construction cost management role
- Strong knowledge of various construction methodologies, project management models, financial management and construction estimating methodologies
- Proficiency in setting up and working with Project Management Information Systems/Project Controls Software ( e.g. Unifier, Ecosys etc.)
- Comprehensive understanding and practical skills in the development and management of Work Breakdown Structure, Cost Breakdown Structure, schedule and cost baselines, earned value analysis, risk management, and change management processes
- Professional industry credentials such as PMP, PMI's Certified Cost Professional (CCP), RICS or equivalent, or other similar industry-recognized designation is considered a strong asset
- Experience of leading cost management deliverables on large construction projects of high complexity.
- Good knowledge of construction industry technical matters, contract law, innovation, procurement routes, value management and value engineering.
- A positive attitude and the ability to collaborate with local and regional teams
- Strong leadership and organizational skills with a proven ability to effectively influence others and resolve client, project and technical issues
