The Transportation Division of the Engineering and Public Works department is responsible for stewarding and transforming the right-of-way to meet the demands of our growing city; increasing access to mobility choices, opportunities, and services; and promoting equity, accessibility, and environmental health through our transportation investments.

The City of Victoria is recruiting for the position of Active Transportation Project Management Specialist to help lead the delivery of its annual capital program - specifically, major multi-year capital projects to deliver transformational transportation infrastructure and the public realm.

**POSITION FUNCTION**

Perform project management functions related to active-transportation initiatives in the Engineering & Public Works Department.

**KEY DUTIES**

Lead city-wide Active Transportation projects, supervise and oversee a small team of staff and working in a highly collaborative environmental alongside all City departments.

Oversee Active Transportation project governance and communication plans, information and performance and project time/scope/quality. Lead a small dedicated team of planners, and lead larger inter-department teams towards delivering the City’s priority active transportation projects, including plans, goals, budget constraints, overall quality requirements and project risks.

Prepare project status reports by collecting, analysing and summarizing information and recommending action to senior departmental and City staff and Council.

Liaise with and direct the work of consultants, contractors and engineers on project design, development and standards. Liaise with and provide information to Council, departments, community associations and outside agencies on project status.

Coordinate and review the work of approximately two staff; ensure schedules, procedures and established performance and safety standards are met; provide employee training and input into performance appraisals.

Represent the department at various advisory committees, Council, and community and special interest groups, and public meetings; liaise with Engineering and Planning department staff; prepare reports with recommendations on changes to related project plans and schedules.

Perform related duties where qualified.

**INDEPENDENCE**

Work is assigned and discussed with supervisor and generated by departmental work plan, community issues, and requests from Council or the public.

Work is reviewed through reports to supervisor.

Issues such as policy changes are discussed with supervisor with recommendations.

**KEY SKILLS AND ABILITIES**

Organize and prioritize work.

Working level operation of current City word processing, spreadsheet and related engineering software.

Understand and interpret related legislation, regulations and policies.

Compose and present reports and proposals.

Facilitate public consultation meetings and workshops.

Conduct research and analysis.

Establish and maintain effective working relationships.

Represent the City to the public and outside agencies.

**QUALIFICATIONS**

**Formal Education, Training and Occupational Certification**:
Undergraduate Degree in Civil Engineering (4 year), preferably with Transportation specialisation.

Formal Project Management training through the Project Management Institute (PMI) or equivalent. (35 hours)

Project Management Professional (PMP) designation preferred.

Registration or ability to register as a Professional Engineer (PEng) with Association of Professional Engineers and Geoscientists, British Columbia (APEG BC) preferred.

Current and valid Class 5 B.C. Driver's Licence.

**Experience**:
5 years of related experience including supervisory experience and experience in project management

or an equivalent combination of education and experience.
