The Infrastructure Data Specialist is a highly skilled and experienced professional providing credentialed data expertise and technical analysis support to various product and project teams. The incumbent will design and maintain data systems and databases in correlation to all the departments’ capital infrastructure plans. The Infrastructure Data Specialist requires extensive interaction and co-operation** **with various stakeholders to develop and manage the spatial data, analysis and regular reports/GIS maps in response to requests for information related to capital projects in all capital plans/programs.

Qualifications:
**Essential**:

- Completion of post-secondary education (degree, diploma, or certificate) related to Geographic Information System (GIS). A suitable combination of education and experience may be considered.
- Extensive experience in database management, interpretation and data analysis (i.e. database operations, production databases (Oracle Spatial, Structured Query Language (SQL) Server, MS Access and other), Excel spreadsheet analysis, SQL, etc.
- Extensive experience in using GIS software (i.e. Intergraph’s GeoMedia and/or ESRI ArcGIS software) for capturing, managing, analyzing, displaying geographically referenced information and using GIS web services.
- Experience with Microsoft Office software package (MS Outlook, Excel, Access, Word and PowerPoint). PowerBI is an asset.
- Strong communication skills, with the ability to communicate effectively and courteously with internal and external stakeholders (provincial & federal agencies, external engineering service providers, GeoManitoba, software vendors).
- Excellent written communication skills and ability to maintain accurate records, prepare applicable correspondence and associated technical reports for a wide ranging audience.
- Strong analytical skills with the ability to analyze problems, expedite decisions or use tact and diplomacy to build consensus.
- Strong interpersonal skills with the ability to work cooperatively in a team environment to establish effective working relationships with management and support staff.
- Strong ability to work independently and exercise initiative, good judgement and discretion.

**Desired**:

- Effective negotiation and conflict resolution skills.

**Duties**:
The Infrastructure Data Specialist will report to the Infrastructure Programs & Systems Manager. Some duties include;
- Develops, implements and maintains web-based, public facing and internal Infrastructure Capital Project maps.
- Develops capital project event data for publishing.
- Prepares reports for executive leadership that effectively communicate, prioritize, highlight outcomes and identify infrastructure capital project needs to support provincial strategic planning.
- Collaborates with programmers, engineers and department executive management team to identify opportunities for process improvements, recommend system modifications, and develop policies for data governance.
- Creates appropriate documentation that will allow staff to understand the data analysis process and duplicate or replicate the analysis if necessary.
