The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

- Funding supports for municipalities
- A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
- Protections for new home buyers and required licensing for home builders
- Province-wide support for access to public library services for Albertans
- Management of about 2.6 million acres of public land in the province's three Special Areas
- Independent review and decisions on local matters by the Land and Property Rights Tribunal

**Role Responsibilities**:
Reporting to the Executive Director of the Grants and Education Property Tax Branch, the Director of Tax Programs and Assessment Audit (TPAA) is responsible for providing leadership, direction, and management to four managers, professional staff and administrative professionals that provide support for the Branch’s major provincial tax and assessment programs - the provincial equalized assessment, the education property tax requisition, the Community Revitalization Levy program and the Grants In Place of Tax (GIPOT), as well as the assessment audit function.

This position ensures that the appropriate resources and processes are in place for the delivery of accurate and timely equalized assessments, education property tax requisitions, and GIPOT. The Director, TPAA also plays a key role in ensuring that effective policies and practices are in place for Community Revitalization Levies (CRL). This requires that the Director work closely with municipalities, ratepayers, external organizations, and other program areas to gain their perspective on these matters.

Another main purpose of this position is to ensure that the assessments prepared by municipalities conform to provincial legislation, and that information reported by municipalities to the department is in accordance with legislation is acceptable for preparing the equalized assessment.
- Equalized assessment and education property tax requisition
- This involves leading a team of highly professional staff to direct, monitor and evaluate the delivery of the provincial equalized assessment and the education property tax requisition program and policy within the province to ensure to ensure efficient, effective, and economical delivery of service.
- Community Revitalization Levy CRL Program
- The CRL Program is an effective tool for encouraging redevelopment in undevelopable areas without creating an unanticipated shift in education property tax. This involves leading a team in the evaluation review and recommendations for new CRL requests and ensuring a 10 year progress evaluation review are conducted. It includes monitoring through annual reporting.
- Assessment Audit
- Provide direction and leadership to the provincial assessment audit program. This includes leading the development, establishment and implementation of best practices to ensure the quality, accuracy and completeness of the property assessment process and assurance that municipal assessments conform to provincial legislation and regulations.
- Grants in place of taxes
- Lead the effective and accurate implementation of the Grants in Place of Taxes Program. This includes leading the development of new GIPOT program policies, guidelines and GIPOT payment policies in a highly complex and politically sensitive environment
- Payments
- Oversee grant payments for several significant ministry grant programs, ensuring that the programs aligns with best practice in terms of documentation (e.g payment conditions) and separation of duties.
