- Role Summary-
- Supports the Psychiatrist in Chief in providing overall Medical/Clinical leadership to the Child, Youth and Young Adult Mental Health and Substance Use program.
- Provides medical/clinical leadership to ensure: appropriate and effective medical care in compliance with established policies, procedures and practice standards that creates a safe system of care for patients and clients. Participates in the development of policies and procedures related to medical care and clinical protocols and pathways. Ensures compliance with established policies and procedures, practice standards, medical staff by-laws and Rules.
- Under the direction of the Psychiatrist in Chief, monitors and measures clinical outcomes and communicates the clinical outcomes, and co-ordinates the delivery of medical services in accordance with the vision, values and strategic direction of BCCH and PHSA.
- Under the direction of the Psychiatrist in Chief monitors risk management within the medical staff and the effectiveness of implemented recommendations, participates, monitors and delegates in related standing committees and organizational quality programs, i.e. Morbidity Review, Educational Rounds, Coroner Reviews, Complaint Review, Chart Reviews, Peer Reviews, Physician Performance Reviews and Incident Management Reviews, etc.
- Under the direction of the Psychiatrist in Chief ensures that critical incidents are managed in an expeditious fashion and that the individuals and committee structure responsible for disposition of the events are operating effectively and efficiently. Facilitates and promotes disclosure of adverse medical outcomes by the medical staff to patients/clients and to responsible managers.
- Participates in the development and deployment of quality improvement programs, continually benchmarking against best in class models and tools, resulting in constant improvement within the Program.
- Provides leadership and coordination with respect to the participation of physicians providing mental health services, in the evaluation of the efficiency, quality and delivery of the Services, including and without limiting the generality of the foregoing, participation in medical audits, peer and interdisciplinary reviews, chart reviews, and incident report reviews.
- Under the direction of the Psychiatrist in Chief establishes and maintains medical staff Utilization Management and Quality Improvement (UM/QI) review mechanisms. Reports on medical quality to the Chief Medical Officer, BC Children’s Hospital & BC Women’s Hospital + Health Centre and PHSA Physician Leadership Council.
- Supports the Psychiatrist in Chief in and ensures processes are in place for medical staff to identify and report potentially high risk incidents which may generate a liability claim; reports issues to the Chief Medical Officer, BC Children’s Hospital & BC Women’s Hospital + Health Centre and Vice President, Quality, Safety and Outcome Improvement in a timely fashion.
- Supports the Psychiatrist in Chief in the advancement of appropriate and contemporary operational systems including decision support tools for the Medical Staff in order to practice in an academic medical centre grounded in evidence based medicine.
- Supports the Psychiatrist in Chief in to ensure that the credentials of physicians are monitored, as required by policy/by-laws and medical staff rules.
- Facilitates and promotes a safe medical environment for patients and their families, medical staff members, by ensuring the medical staff are orientated and aware of the risk management and PHSA patient safety policies, practices, tools, methods, and processes.
- Supports the Psychiatrist in Chief in developing a workforce plan where necessary in order to have sufficient physician resources to meet the service delivery needs of Child, Youth and Young Adult Mental Health and Substance Use Programs.
- Attends meetings at the request of the Psychiatrist In Chief as their delegate.
- Supports the Psychiatrist in Chief in the management of medical staff performance/discipline issues in keeping with the Medical Staff Bylaws and Rules.
- Under of the direction of the Psychiatrist in Chief may be asked to be the conduit between senior management and physician leaders at Children’s and Women’s Hospital, and Child, Youth and Young Adult Mental Health and Substance Use Programs medical staff.
- Under of the direction of the Psychiatrist in Chief promotes and participates in accreditation processes and ensures medical staff compliance with specified required organizational practices.
- Promotes and supports teaching within the programs and services, including learning and “best practices” within the medical staff.
- Attends other meetings as assigned and acts as a representative of BCCH from time to time.
