**Main Purpose and Function**

The Public Engagement Team Lead role is responsible for leading complex public engagement processes involving diverse perspectives and often politically sensitive issues, and providing strategic engagement support on major projects. This position facilitates collaborative working relationships with other City departments, partner agencies, consultants, external stakeholder groups, local First Nations and urban Indigenous peoples, and the public to engage, consult, and inform people about City projects.

**Key Contacts and Reporting Relationships**

The position reports to the Public Engagement Manager, supporting the City Manager’s Office, Financial Services and other departments. The position external engagement consultants working on City projects, and provides advice to senior leadership on engagement scope on complex, cross-departmental initiatives.

**Specific Duties and Responsibilities**
- Works with a team of project managers and senior-level staff on major City-led projects
- Represents the City at corporate and public events, including stakeholder meetings
- Leads high-profile, sensitive and often contentious engagement projects
- Directs and supervises the work of external engagement consultants as they develop public engagement processes and conduct research, analysis and presentation of data for public materials
- Attends weekend and evening meetings and workshops to support public engagement efforts and handle difficult issues should they arise
- Liaises with key stakeholders including other levels of government, community organizations, business interests, and other departments to provide ongoing updates
- Develops and implements strategic public engagement processes that are tailored to the needs of specific City-led projects
- Generates and/or reviews content for public notifications, engagement materials, project website, and social media platforms, ensuring content is appropriate, accessible, and reflective of Vancouver’s diverse communities
- Assists in the development and analysis of public feedback (e.g. surveys, workshops)
- Other duties as assigned

**Qualifications**

Education and Experience:

- Bachelor’s degree in Planning or a related field and a minimum of five years’ related experience in public engagement, preferably in a municipal context, supplemented by project management experience or an equivalent combination of education and experience. Considerable experience providing advice to senior managers.

Knowledge, Skills and Abilities:

- Considerable awareness of concepts related to equity, intersectionality and decolonization
- Considerable knowledge and demonstrated skills in developing and implementing public engagement strategies, including experience working with diverse communities, especially those experiencing systemic marginalization
- Excellent public engagement, communication, and conflict resolution skills
- Strong organizational skills and ability to manage multiple initiatives, projects, report on outcomes and meet deadlines
- Sound judgement, discretion and diplomacy
- Ability to establish and maintain collaborative working relationships at all levels in the organization and external stakeholders
- Ability to navigate complex and sensitive conversations with tact and excellent facilitation skills
- Proficient in Microsoft Word, Excel, Adobe Suite and PowerPoint
- Proficient in digital engagement tools (e.g. engagement platforms, survey tools)
