**Job Summary**:
The Intelligence Analyst within Learning and Development is responsible for the development and management of complex instructional design and evaluation projects specific to improving the Service’s capacity to analyse and provide timely intelligence and advice on threats to government and key stakeholders.

**Major Responsibilites**:

- Work with Instructional Designers to develop analytical training to improve organizational capacity to conduct analysis and provide timely intelligence to the Government of Canada.
- Conduct complex analysis by developing, recommending and implementing analytic tradecraft practices to improve analytic rigour, provide meaning to intelligence, and strengthen operational practices.
- Develop, revise, and recommend policies and procedures in support of accountability for reliable analysis and advice to key stakeholders on matters relating to national security.
- Deliver analytic training to diverse stakeholders by identifying new training requirements, improving existing course content, and implementing approved innovations and initiatives.
- Conduct studies and formal evaluation analyses, write reports, and make recommendations to the Instructional Architect.
- Assist in the evaluation of employee training performance, and provide mentorship and guidance to other analytic instructors.

**Education**:

- Undergraduate degree and three (3) years of relevant experience*; or
- College diploma and five (5) years of relevant experience*

The educational program must be from an accredited learning institution recognized in Canada.

If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.

**Note**: Any higher level of education could be recognized as experience.

**Experience**:

- Relevant experience is defined as:

- Experience researching, evaluating, and analyzing information and data related to an area of specialization in order to create assessed analytic products for senior or external audiences, and to advance operations or programs.
- Experience preparing and delivering presentations and verbal briefings to senior decision-makers.
- Experience authoring complex* analytical documents such as intelligence assessments, briefing notes, reports, discussion papers, or research papers
- Experience advising, guiding, or mentoring.

**Assets**:

- Familiarity with GoC core clients (GAC, PCO, DND, RCMP).
- Experience leading complex* projects.
- Experience with national security investigations.
- Knowledge of adult learning principles and pedagogy.
- Complex is defined as relating to matters that have at least two (2) of the following characteristics: involving multiple issues, highly sensitive, of relevance to multiple stakeholders.
