The Waste Services Branch is currently looking for a Contract Specialist to achieve Departmental goals & objectives and maximize the operational/financial performance of the contracts.
Working as an agent for Council, Executive Leadership Team (ELT), City Operations Leadership team (COLT), the Contract Specialist will contribute to the Branch’s vision by performing a multi-faceted role. The role will be focused on procurement cycle management, contract lifecycle management, initiating & implementing continuous improvement initiatives, and supporting the Program Manager with managing various aspects of the portfolio. The ultimate outcome of this work is to improve the financial and operational performance of Waste Services’ contracts while mitigating risk.
The Contract Specialists will be responsible to execute against a department-wide Special Project whose scope includes existing contracts and new procurements. This position is responsible to:
- Provide advice to business areas on procurement procedures, methods, and approaches; advises on competitive and non-competitive processes and recommends appropriate procurement strategies
- Work closely with Operational Sections to analyze business needs
- Complete in-depth contract reviews
- Strategize and lead the implementation of new contracts
- Ensure contractor and City are in compliance with the contract, Corporate policy, procedures and guidelines
- Review compliance and completion of deliverables prior to formal contract signoff
- Ensure all procurement management related documents are retained in accordance with City policy and approvals are obtained
- Draft and finalize recommendations reports
- Deliver presentations to leadership based on findings and recommendations
- Develop and execute negotiation plans and strategies
- Lead amendment process
- Partner with operations branches to develop and support the execution of the procurement/contract strategies to ensure the best value
- Perform and participate in engagement sessions with both internal and external stakeholders
- Other related duties as required
- Qualifications:
- Bachelor's degree in Commerce focusing in Supply Chain Management or a similar field is required
- Minimum of six (6) years of directly related working experience in procurement including three (3) years experience around procurement and contract management in a large complex organization is required
- Knowledge and experience in Project Management is preferred
- Excellent knowledge and understanding of procurement and contract management practices, policies, procedures, tender/contract law, and trade agreements
- Ability to determine procurement/contract management strategies which are appropriate to requirements for existing and new contracts
- Ability to plan and lead negotiations for existing and new contracts
- Stays current with industry trends and evolving practices
- Experience making decisions that efficiently add value and are achieved in tight time frames
- Ability to effectively gather, synthesize and interpret multi-faceted information from a wide range of sources and perspectives
- Ability to interpret, analyze, and make recommendations based on policies and processes
- Ability to excel in a result driven environment that requires the prioritization of conflicting and complex deliverables
- Ability to imagine, analyze and create a work that is of high value in evolving the organization
- Ability to execute assignments that are complex, comprehensive, and requires extensive independence of action and judgement
- Proficiency with SAP Reporting (MM, FI, PS), Project Management Tools/Applications (SmartSheets, Microsoft Project), Microsoft Office (Word, Excel, PowerPoint), Google Suite (Docs, Sheets, Slides)
- Ability to develop and maintain effective and professional working relationships with colleagues, business areas and suppliers
- Ability to lead and facilitate meetings with internal stakeholders and vendors
