Our Maintenance Delivery - Rehabilitation office is seeking a Right of Way Specialist to audit and inspect all Metrolinx Transit-owned railway right-of-way and associated assets and plan, supervise, and coordinate all associated maintenance program activities and operations.

**What will I be doing?**
- Conducting a variety of right-of-way maintenance and asset improvement field audits including but limited to, fencing/corridor securement, vegetation maintenance requirements/sightlines, operational signage, etc.
- Inspections to identify problem areas and areas of increasing maintenance costs. Recommends capital and operating maintenance projects and work orders. Coordinates the implementation of changes as required.
- Monitoring maintenance program activities for effectiveness and recommends key performance indicators to measure results and trends. Implements approved measures and tracks performance while providing technical expertise to contract and standards.
- Ensures full contractor compliance with contractual agreement terms, third-party regulatory inspections and associated maintenance or rehabilitation to right-of-way maintenance
- Inspecting trespassing and graffiti hot-spots on Metrolinx Railway Corridors and identifying areas requiring further mitigation. Engages local municipalities and Metrolinx stakeholders including System Safety and Enforcement to seek collaboration in evaluating and developing an effective response.
- Addressing and resolving encroachment issues with property owners until resolved. Prepares and delivers legal notices, as required, and maintains a complete file for potential future litigation. Responds to and resolves escalated citizen inquiries and complaints.
- Involvement in the mitigation of various corridor access concerns, including but not limited to, maintenance/oversight of various right of way access points, access agreements, etc.
- Lead and execute operational programs yearly (rail adhesion management plan, ballast spray program, and execution of brush cutting) and provide support to the Maintenance Delivery management team on specific projects and to support initiatives.
- To provide management and to lead the administration of projects through all stages for both existing and new projects ensuring alignment of operational, business and budget requirements, and adhering to quality and safety requirements.
- Lead business participation in related projects and representing Rail Corridors Infrastructure in relevant corporate initiatives.
- Liaise and collaborate with external stakeholders, such as road authorities, municipalities, and Transport Canada

**What Skills and Qualifications Do I Need?**
- Completion of diploma or trade certification with apprenticeship in a related field, or a combination of education, training, and experience deemed equivalent.
- Minimum four (4) years of experience in the transportation industry. Experience in a heavy rail environment in North America, is an asset.
- Must have a valid G Class Ontario driver’s license.
- Experience with development and implementation of risk management initiatives.
- Very strong communication skills, both verbal and written, including but not limited to, the ability to liaise with business partners/ external stakeholders and knowledge/experience in the use of Microsoft office software.
- Knowledge and ability to obtain Canadian Rail Operating Rules (CROR) certification and experience working on track under the CROR and/or obtaining track protection deemed an asset.
- Knowledge in federal, provincial, and municipal standards and best practices would be considered an asset.
- Analytical skills to investigate operating problems, incidents (safety related and risk) and work with key stakeholders to recommend solutions.
