An opportunity is available in the District’s Fire and Rescue Services Division for a Lieutenant, Fire Information Management/Information Technology & Systems. This is a complex technical work in the analysis, documentation and coordination of DNVFRS’s business processes and systems and the identification and development of initiatives to improve processes, services and systems to meet business needs through data analysis. Responsible for analyzing, planning, developing, organizing, implementing, coordinating and evaluating Fire Services Information Technology and Systems.

Reporting to the Deputy Fire Chief, the incumbent is the lead for Information Technology and Systems within Fire & Rescue Services. An incumbent of this class assesses current business processes as it relates to improved efficiencies, reporting and best practices for DNVFRS. An incumbent of this class coordinates business activities between Information Technology and DNVFRS; assess business plans; analyzes data and translates business requirements into technical specifications and configuration requirement that cross multiple functional areas. Considerable independence of judgment and action is exercised by the incumbent in accordance with the Rules and Regulations, Policies, Operational Guidelines, and the Goals and Objectives of the District of North Vancouver Fire & Rescue Services. Work performance is reviewed by a Chief Officer for achievement of desired objectives and effectiveness of services provided. Decisions that will impact Fire & Rescue Services operations, policies or procedures will be referred to a Chief Officer.
- Thorough knowledge of business and business systems, planning principles, methods and standards.
- Considerable knowledge of problem definition and analysis related to business processes and systems planning.
- Considerable knowledge of the principles and practices of administrative management and project management methodologies, including PMP or PMI.
- Considerable knowledge of information technology components, processes and developments.
- Considerable knowledge of the methods, techniques and equipment used by emergency services and public safety agencies in station and in the mobile environment.
- Considerable knowledge of the methods, techniques and equipment used in information systems operations.
- Ability to document, analyze and assess a variety of information, identify priorities and resources, and propose alternative business processes.
- Ability to prepare and coordinate project plans, schedules and deadlines.
- Ability to act as lead analyst to analyze, document and evaluate data and information requirements.
- Ability to maintain records and reports and the ability to prepare detailed reports and other information.
- Ability to develop logical solutions.
- Ability to facilitate individual and group meetings.
- Ability to develop, deliver, implement and evaluate training programs for Fire & Rescue staff.
- Ability to write and speak effectively and impart Fire & Rescue business information to various internal and external groups and organizations in technical and non-technical language.
- Ability to promote and maintain effective working relationships with other Fire & Rescue Services staff, DNV staff, and business and government officials, in addition to dealing tactfully with the general public as a whole.
- Ability to provide and promote team building.
- Ability to perform duties under minimum supervision

Preference will be given to those applicants that have excellent computer related skills and be experienced in the development and implementation of the related information/enterprise systems. Completion of a degree or diploma program in computer science or a related discipline plus sound related experience, or an equivalent combination of training and experience. Excellent interpersonal and team skills are needed to work in this environment and experience delivering training and public education presentations is a must. A valid Class 5 B
