**KEY FUNCTION**:
Support HSN in preparing for the transition to the Regional ONE Expanse shared Electronic Medical Record (EMR) and attend regional working group meetings to gather and distribute information to appropriate HSN local committees. Provide general direction/mentorship to local HSN resources in analyzing, implementing, maintaining, optimizing, and altering existing policies and adopting new regional policies.

**REPORTING**:
Under the general direction of the Manager, Clinical Informatics and Applications and indirectly reporting to the EMR Project Leadership Team.

**DUTIES**:

- Work with health care professionals to evaluate EMR functionality, capture current state and develop future clinical workflows through consensus and decision-making processes.
- Act as a functional integration point between regional working groups and local EMR governance structure.
- Participate in training/adoption plans across the organization throughout project lifecycle and service transition.
- Assist with coordinating the day-to-day utilization of staff resources to ensure success of project work.
- Establish project priorities and objectives, conduct needs assessment, and follow best practice framework.
- Lead implementation of local, regional, and provincial initiatives by adhering to project management principles.
- Develop project documentation, including scope statement, work plan, support documentation, transition to operations, and service level agreement.
- Assess and evaluate technology-based solutions to support demanding needs, including Health Information Services, Marketed Services, and regional/provincial patient care systems.
- Participate in staff recruitment and lead new hire orientation and training as required.
- Provide user training and develop internal cross-training documents related to project work.
- Lead multiple committees/teams in creating and altering existing processes to ensure adherence to regional system standards.
- Participate and represent Information Technology (IT) in internal, local, regional, and provincial committees and/or meetings.
- Maintain a working knowledge of the Health Information Systems (HIS) and/or supporting network, and its functions and relationship with other information systems within and outside of the facility.
- Advise management in the development and maintenance of IT policies, procedures.
- Follow government body and organizational policies to ensure data is private, confidential, and protected.
- Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
- Educate and promote health, safety and wellness in the work place.
- Represent the department or program on various committees and in meetings as required.
- Perform other duties as required.

**QUALIFICATIONS**

**EDUCATION AND TRAINING**:

- Minimum of a three (3) year Diploma in a Computer/Information Systems field, from an accredited college.
- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

**EXPERIENCE**:

- Experience working in project management is required.
- Front line clinical experience is preferred.
- Experience working with Meditech’s patient information systems and/or financial management systems is preferred.

**KNOWLEDGE/SKILLS/ABILITIES**:

- Demonstrated knowledge of health care and internal hospital practices and procedures (e.g. functions of HSN areas, privacy, and confidentiality).
- Demonstrated ability to work with staff, clients, and software vendors to ensure successful implementations.
- Demonstrated ability to analyze and recommend process improvements; assist staff incorporating changes to workflow.
- Demonstrated ability to validate operational requirements, compliance, and other specifications.
- Demonstrated ability to explore, assess, and promote new methods and technologies.
- Demonstrated team building and conflict resolution skills.
- Demonstrated excellent judgment and proven analytical skills.
- Demonstrated training, experience or utilization of lean methodology for process improvement.
