The City of Winkler’s Administration Department plays a vital role in the process of financial management, accounting, and communicating with the public. Our Corporate Services team is looking for a self-motivated, positive team player to take up the role of Finance Manager.

**What You’ll Do**:
Reporting to the Director of Corporate Services, the Finance Manager oversees the day-to-day, monthly, and cyclical financial operations such as cash receipting, receivables, payables, assessment, taxation, account reconciliation, financial reporting and analysis, regulatory and statutory reports, utilities, and licensing.

The Finance Manager is also responsible for managing staff in the Administration Department to achieve the goals of the department and meet performance and behavioral expectations.

Job Duties include but are not limited to:

- Under the direction of the Director of Corporate Services, the Finance Manager is responsible for overseeing the administration, statutory, financial management and planning functions of the Finance Department.
- Develops and maintains effective systems and records on financial accounting functions.
- Prepares monthly financial statements, including account reconciliations and oversees bank reconciliations, and distributes statements to Department Heads.
- With a strong knowledge of accounting and internal financial control systems, ensures our ERP software system (TownSuite) is effectively utilized and processes are in place and documented without weaknesses.
- Accounts for all City assets, values and amortization based on appropriate back-up documentation through Tangible Capital Assets lists in compliance with PSAB accounting requirements.
- Reviews tax certificate for accuracy and completeness.
- Assists in developing and maintaining year end audit working papers prior to year end closing.
- Assists in implementing a uniform budget process annually, that results in accurate operating and capital estimates, in accordance with Provincial Government Legislation and City policy.
- Interprets and drafts City Financial policies and procedures and ensures compliance by Division personnel.
- Prepares annual budget for the Administration Department and submits budget to Director prior to established deadline.
- Supervises Finance Division staff, coordinates workloads, provides performance management, and mentors and guides Administration Department staff.
- Ensures that adequate training and onboarding of team members is implemented.

**Qualifications You’ll Need**:

- Minimum of Grade XII or equivalent.
- CMMA designation preferred, or enrollment in Municipal Administrators Certificate course.
- Minimum of 4 years of municipal office work experience is preferred.
- Experience in accounting and finance.
- Ability to work well as a part of a team that eagerly does their best to provide professional, quality service to the community.
- Strong communication skills.
- Public relations skills.
- Skills in accounting and operating systems, payroll source deductions.
- Must be capable of working with minimum supervision.
- Supervisory experience is an asset.

**Job Details**:

- Full-time, permanent position.
- 40 hours per week with occasional overtime. General hours between 8:00am and 5:00pm.
- Full benefits package, including insured benefits, health, vision, and dental benefits, and an employer-matched defined-benefit pension plan.
- Indoor office work that is mostly sedentary but could include walking, sitting, standing, climbing stairs, manual dexterity, visual acuity, light lifting.
