Human Resources Generalist

Reporting to the Human Resources Director, the Human Resources Generalist is responsible for providing Human Resources services in a variety of functional areas with majority emphasis on recruitment and selection. This position will also contribute to the areas of orientation and professional development. The Human Resources Generalist may advise supervisors on interpretation and administration of the collective bargaining agreement.
DUTIES AND RESPONSIBILITIES
Recruitment and Selection
- Implement proactive recruitment strategies in partnership with out-of-scope supervisors
- Maintain full recruiting cycle to meet the recruitment goals of the out-of-scope supervisors
- Create and distribute postings and employment advertisements, using various platforms
- Administer staffing and recruitment processes, pre and post selection
- Administer confidential employment screening reference checks
Human Resource Administration
- Consult and advise supervisors on interpretation and administration of personnel policies, Human Resource programs, the Saskatchewan Employment Act, and the Collective Bargaining Agreement.
- Attend/oversee union/employee/management meetings, as required
- Implement an orientation strategy and provide support to out-of-scope supervisors and new employees
- Provide assistance with administration, clerical and technical support for Human Resource activities
- Prepare and develop reports as required to effectively analyze Human Resource policy, procedure and programs
- Maintain the Human Resources section of the college website
- Administer confidential union and employee communications as directed by the HR Director
- Provide educational workshops as required to staff on various Human Resources related processes as needed
- Conduct research, analysis, and provide recommendations related to Human Resource functions, forms, policies, and processes
- Prepare reports as required, including contributions to the Annual Report, Business Plan, and other various ad hoc reports.
- Manage the employee benefits and pension programs
- Represent the college on local committees as required
- Other duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES
- Demonstrated working knowledge of key functional human resource areas including recruitment and selection, employee orientation, employe and labour relations and professional development.
- General knowledge of collective bargaining agreement interpretation and employment law and practices
- Familiarity with training needs identification processes.
- Demonstrated experience and understanding of cultural diversity in the workplace and in achieving a respectful work environment.
- Effective oral and written communication skills and interpersonal and public speaking skills.

EDUCATION & EXPERIENCE
- The minimum educational qualification for this position is a degree in Business or Commerce, with a major in Human Resource Management.
- The minimum amount of practical related, experience required to perform the duties of this position is two years’ experience in a similar Human Resource related position
OTHER REQUIREMENTS
- Must possess a valid Saskatchewan Driver’s License and be willing to travel on occasion. Most travel is within the geographical area, with few overnight stays necessary. Some provincial travel is required.
- Criminal Record Check that is satisfactory to Carlton Trail College.
