Description
The Level 3 Project Manager will report directly to the "Senior Project Manager - Rolling Stock Projects" and will be part of a young and dynamic project management team. This role involves managing projects that are less complex than those at higher levels, while still receiving appropriate support to ensure the success of the initiatives.Overall responsibility
The Project Manager is responsible for managing a portfolio of smaller fleet modernization projects, ranging from a few thousand to several million dollars. In this central role, they work with a multi-disciplinary team comprising employees from a variety of business lines, including engineering, production, planning, purchasing, logistics, methods, quality and inventory management.
As the coordinator, they are responsible for guiding the team through all phases of the project, from start to finish, while scrupulously respecting schedules and budgets. As a project management expert, they draw up the detailed project plan, ensure meticulous monitoring and produce regular reports to account for the health and progress of the project to stakeholders and management.
Finally, by assuming the role of project owner, the Project Manager undertakes at all times to comply with the established specifications, thus guaranteeing the delivery of a safe, high-quality end product, in line with the expectations and requirements previously defined.
**Responsibilities**:

Integral project management
- Engage and mobilize internal and external resources efficiently, ensuring that the right skills are available for each phase of the project.
- Rigorously establish and monitor the scope, budgets, deadlines, dependencies, risks and challenges of each project.
- Define project acceptance criteria and manage the quality process to ensure deliverables meet VIA Rail standards.
- Set up robust project governance with steering committees for rapid and informed decision-making.
- Organize and lead regular steering committee meetings, producing and presenting clear and concise executive summaries.
- Update the documentation and project plan, and provide regular project status reports
- Use lean management techniques to optimize the use of resources, reduce waste and improve production process efficiency.
- Manage resources proactively to resolve bottlenecks and ensure that teams are well equipped to meet project objectives.
- Manage projects from conception to implementation and ensure the transfer of responsibilities to IT Operations and/or business functions, while supporting project business cases.
- Develop a robust communication and change management plan to maintain alignment and inform all stakeholders of project progress and changes.

Conform to the methodologies in force, the deliverables for each phase and PMO templates:

- Ensure supply and contract processes and decisions comply with governance guidelines
- Continuous improvement: constantly look for ways to optimize processes to deliver faster, or at least on time and on budget.

- Contribute to the team's continuous improvement by proposing ideas and solutions to optimize management processes and tools.
- Participate in identifying opportunities to improve work methodologies and project monitoring systems.
- Work with the team to implement suggested improvements and regularly evaluate their effectiveness.
- Share best practices and encourage a culture of continuous improvement within the team.
Requirements:

- University degree in engineering (preferably industrial or mechanical), administration, or related field.
