**Role Responsibilities**:
Reporting to the Executive Director, the position coordinates with Environment and Protected Area (EPA) and Agriculture and Irrigation (AGI) ministries, through a memorandum of understanding (MOU), to identify and prioritize water management projects for delivery by Transportation and Economic Corridors (TEC). The position manages, on behalf of EPA and AGI, the planning, scheduling, and allocation of resources, for the delivery of water infrastructure capital and maintenance projects. The Director is responsible for the design and construction of identified water infrastructure projects within allocated budgets and for the efficient and cost-effective expenditures for all consultant and construction contracts.

This position is responsible for the development and administration of guidelines and policies for the Water Management Program for the department including the development of standards, specifications, and guidelines for all aspects of water management infrastructure (hydrotechnical, geotechnical, structural, construction and rehabilitation) project delivery.

The Director interacts and coordinates with internal TEC business units (Procurement, Programming, Finance), EPA, AGI, Alberta Justice, Indigenous Relations as well as adjacent counties, irrigation districts, and other government departments. The position supervises and provides mentoring to two team lead engineers and their staff in the management of project delivery and standards development.

**Qualifications**:
**Required**:

- Undergraduate degree in Bachelor of Science in Civil Engineering and minimum of ten years related engineering and field experience, including planning, design, construction, and management of water resources infrastructure.
- Eligible for membership with APEGA.
- Experience in Contract Administration of large, complex capital construction projects.
- Project management experience in administering programs, assessing, and managing risk.
- Excellent human relations skills are needed in dealing with section staff, maintaining relations with others in the department, and other departments, municipalities, and industry organizations.
- Effective communication skills, management skills, and proven skills in problem solving, decision making, and conflict resolution are required.
- Specific and relevant organizational skills, planning of programs, effective decision making, promoting teamwork, and in managing people and resources.
- Extensive knowledge of the fundamentals of civil engineering, e.g., hydrotechnical engineering, structural engineering, geotechnical engineering, construction techniques and construction materials.
- Understanding of policies, directives, technical manuals authority matrix, etc.
- Understanding of water management industry best practices.
- A valid Alberta Class 5 Driver’s License or equivalent.
- Equivalency:_ Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
