**Main Purpose & Function**

As a member of the HR Business Partnerships team, provides advisory services to leaders and staff within the business unit on a wide range of human resource issues including employee and union relations, recruitment and selection, compensation and classification, as well as HR processes and policies, data, and reporting. The Advisor participates in HR projects within various business units providing project coordination and HR expertise related to the project.

**Specific Duties & Responsibilities**

Provides advice to leaders, employees and other staff pertaining to HR policies, processes, guidelines and collective agreement requirements for the effective administration of human resources including direction on end-to-end process from new position to orientation, terminations, benefit and leave entitlements, absence and attendance management, and grievance management.
- Plays a key role as a participant in business unit HR projects and organizational change initiatives including planning for organization structure and position changes, position description creation, oversight and participation in HR and LR related processes, and development of strategies in conjunction with project team to implement recommendations and manage change and communications with all stakeholders.
- Provides project coordination leadership on HR focused projects within the business unit including project work plan development, plan tracking, and risk identification, leading team meetings and reporting out on milestones.
- Actively assists HR Consultants or Manager with various employee relations issues such as preparing for and conducting investigative meetings, participating in the grievance process, and editing or drafting grievance responses; may occasionally participate in labour management meetings with the HR Consultant.
- Works with Managers to create and edit position descriptions for exempt positions, completes exemption form assessing against exemption criteria, and coordinates reviews with Compensation.
- Prepares summary reports utilizing personnel data within the business units, extracts, analyzes and identifies variances and outliers and produces customer focused output.
- Other duties/responsibilities as assigned.

**Qualifications**

Education and Experience:
Bachelor’s degree in a related field a minimum of three years’ human resource generalist experience in a consultative role within a unionized environment or an equivalent combination of education, training, and experience
- Hands-on experience with HRIS systems such as SAP, SuccessFactors or alternate technologies.
- Experience as an active participant on project teams or initiatives.

Knowledge, Skills and Abilities:

- Moderate understanding of and ability to interpret applicable collective agreements and/or various rights related legislation
- General knowledge of labour jurisprudence and employment related legislation
- Extensive knowledge of City’s HR policies, procedures and practices related to compensation, recruitment, attendance, performance and position control,
- Ability to build and maintain effective working relationships at all levels of the organization, and within and across HR
- Ability to take initiative, identify action items, communicate and advance issues
- Ability to communicate effectively both orally and in writing,
- Ability to plan, organize, solve problems and assist teams with implementing priorities and goals
- Ability to use discretion when handling sensitive and confidential issues
