Description:
ATCO Frontec is seeking a Project Delivery Manager to join our National Research Council of Canada (NRC) project in Ottawa, Ontario. The Project Delivery Manager manages, administers, and coordinates minor construction and the operations and maintenance of NRC building systems, components, and facilities over 5 locations in Ottawa. They are directly responsible for all on-site operations in support of the contract, including fixed scope/fixed price, standing offer and minor renovation and construction work.

**Responsibilities**:

- Manage, administer, coordinate, and provide operational direction to staff managing maintenance, inspection and certification services for building systems, fire protection and detection systems, overhead cranes and lifting devices, gas monitoring and detection, mechanical and electrical systems as well as water treatment for heating systems in accordance with manufacturers operating and maintenance manuals.
- Develop operational budgets, policies and procedures as well as monitor and control expenditures, to allow for a smooth and effective delivery of services for all functional sections in a manner that is transparent to the customer.
- Review, organize, and submit reports on financial performance.
- Liaise with the client to determine client requirements, resolve operational issues, and recommend corrective action in order to ensure that client needs are met.
- Manage the successful execution and completion of over 1,000 additional work requests per year.
- Manage, schedule, and coordinate staff work requirements as well as sub-contractor services and performance.
- Manage sub-contracts for outside services requirements for facilities maintenance.
- Manage minor construction projects and sub-contractors and work from drawings and sketches.
- Develop and tender documents for construction and renovation projects as well as evaluate proposals and make recommendations to customer.
- Provide emergency response, subcontractor coordination, and 24/7 responsiveness.
- Review project documents, make recommendations, and ensure that all work is carried out according to applicable standards and codes.
- Manage restoration and repair activities for a wide variety of building types, including a heritage building.

Qualifications:

- 8-10 years of project management experience, representing owners in the delivery of building developments.
- A university degree or diploma in engineering, architecture, or construction management.
- Project Management Professional designation (PMP).
- Experience working with public sector clients would be an asset.
- Deep knowledge of various design and construction methodologies, project management models and financial management, as well as building codes, contract law and relevant legislation.
- Advanced understanding of Project Management methodologies and experience working in a Project environment.
- Effective client management and people management skills matched with the ability to effectively influence others and successfully resolve a variety of client and technical issues.
- Detail oriented leader with the ability to work in a process driven environment.
- Excellent written and verbal communication and presentation skills.
- Ability to obtain Reliability security clearance.
- Ability to manage activities of technical staff, contractors, and be able to co-ordinate activities with other levels of governments and external agencies/utilities.
- Able to prepare formal RFQ’s and RFP’s and able to review, analyze and recommend acceptance of proposals from construction firms.
