**Position Title: HSE Advisor**

**Team and Location: STaR - Burnaby, BC**

**Position** Summary**:
The Health, Safety & Environment (HSE) team provides both strategic and day to day HSE support to Parkland Refining BC with a specific focus on the health and safety of our personnel working in our refinery and storage and transfer facilities. This support includes emergency response, process safety oversight and personal safety to manage work safely and the risks associated with operating a complex process facility.

The HSE Advisor role is key to managing work safely in our facility by providing ongoing leadership for the safe execution of work, utilizing PRBC’s Managing Safe Work protocols and Standards Of Practice, WorkSafeBC regulation and industry standard practices for permitting, isolation of hazardous energy and hazard assessment. The position will be responsible to ensure all work is conducted in compliance with internal safe work and regulatory requirements as well as Industrial Health requirements.

**Key Responsibilities**:
PRBC Advisor for Managing Safe Work:

- Leading the Occupational Safety efforts to ensure:

- PRBC’s Policies and Standards of Practice adhere to and align with WorkSafeBC regulation.
- PRBCs approach to risk management and hazard mitigation follows a methodical and consistent approach, utilizing risk management and hazard mitigation tools.
- Advising all levels of the Management team on best practice for risk management, hazard mitigation and managing safe work.
- Continually coaching and auditing Management team and site personnel on Operational Discipline and the ALWAYS expectations of Parklands’ tenets of Operational Excellence.
- Ownership of PRBCs MSW Operational Excellence process

Ownership and continual improvement of PRBCs Managing Safe Work (MSW) practices:

- Includes our Lock Out Tag Out (LOTO), Confined Space Entry and Permitting Standards of practice.
- Ensuring alignment with WorkSafeBC regulation and industry best practices.
- Working with the field execution teams and the operations teams to ensure fit for purpose and easy to understand standards.

Advise refinery personnel and contractors:

- Provide ongoing coaching/support to personnel involved in the planning and execution of work utilizing PRBCs MSW standards.
- Regularly attend work in progress in the field before equipment is released to advise on the LOTO and permitting
- Support the development and continual improvement of initiatives designed to streamline permitting, LOTO and CSE process safety information. This will include supporting the development of a database with document control for a high integrity database.
- Be available as an onsite SME resource for the operating, maintenance, and contract work force on permitting, LOTO, Confined space entry, WorkSafeBC regulation and all HSE related work.
- Work with the refinery turnaround team to support alignment of the facilities standards of practice with the safety plan developed for each outage event.
- Participate and occasionally lead or facilitate investigations into workplace losses or near losses.

Collaborate with Industrial Hygiene team:

- Work closely with the Industrial Hygiene team on multiple fronts to ensure work is managed to minimize or eliminate potential exposure and compliance issues. This will include releasing equipment for mechanical work, confined space entries, addressing potential exposure issues during the execution of routine and non routine operating practices.
- Provide SME level support to site personnel in the use of gas detection equipment.

Hazard assessment and risk management:

- Utilize and work to continually improve PRBCs hazard identification/mitigation tools as well as risk management tools and resources.

MSW Training
- Support the HSE competency development of refinery personnel by developing and continually improving the facility’s HSE training with a particular focus on Managing Safe Work and the associated standards of practice.
- Utilize best practices in training to ensure:

- Training classes are fit for purpose
- The methodology is interactive and demonstrative.
- Training material and delivery is updated based on observation of practices happening in the field during work execution.
- Material and classes are improved based on participant feedback.

Verification and Validation
- Establish a V&V process that includes regular and methodical auditing of MSW protocols and practices.
