Victoria, Canada COSTI Immigrant Services Full time

**Duties**:

- Ensures compliance with Toronto shelter standards, funder regulations, and internal policies.
- Accountable for the delivery of services at the shelters in accordance with agency contractual obligations and annual work plans for the program. Provides leadership in community and government relations, negotiation, and complex decision-making.
- Ensures staff meet all fiscal, participant and quality targets as established by COSTI and in government-funded contracts.
- Knowledgeable about the terms of government contracts. Ensures compliance with all terms of government contracts, e.g. Monitors budget for government programs to ensure accuracy in spending. Assists in preparation of funding proposals. Prepares reports required by COSTI and funder(s).
- Co-ordinate program delivery in conjunction with staff of other COSTI programs. Provide ongoing program evaluation to ensure quality program standards and contractual obligations are met and where possible exceeded.
- Collaborates with staff teams, colleagues, and Senior Director to complete funding proposals in addition to projects and initiatives requiring statistics and analysis.
- Comply with program quality benchmarks and provide leadership to achieve them. Assumes responsibility for identifying areas for program expansion.
- Oversees program targets and recommends and implements improvements based on results.
- Supervises, and evaluates program staff to ensure contract targets are met. Conducts staff meetings. Problem solves issues related to staff performance.
- Provides leadership to 2 direct reports and 120 indirect reports; guides, motivates and inspires team to take action to achieve desired outcomes.
- Responsible for recruitment of direct reports and provides support to team in training, coaching, motivating, monitoring performance and appraisal of program staff teams to achieve department objectives.
- Develops and monitors program budget. Prepares reports and identifies opportunities to adjust fiscal targets, to ensure adherence to original budget and funding agreements.
- Complies with program specific financial systems and controls and ensures that they meet and support COSTI’s financial systems and controls. Approves monthly financial reports and cash flow statements ensuring accurate reconciliation with the COSTI’s GL and are submitted on time. Responsibility includes a total for all programs within unit of $2 million.
- Review and audit financial reports submitted by managers
- Accountable of a program annual budget monitoring and controlling expenses within the organization’s guidelines and accounting practices ensure alignment with program goals, COSTI’s internal policies and guidelines
- Accountable for the delivery/distribution of weekly personal care items. Allowance to participants is calculated appropriately and efficiently to remain within Funding Standards.
- Responsible in ensuring human resource plans are in place to ensure proper operational staffing as need arise, be involved in oversight of all HR related matters for the program team. Support HR team and management team in developing procedures for the program as needed.
- Develops and maintains productive working relationships with other agencies across sectors, community groups, and government officials.
- Lead the planning and development of new programs and in the evaluation and improvement of existing programs, to ensure quality of services meet established objectives.
- Researches, develops & prepares grant proposals for the government & other funding sources as need arises and opportunities present themselves.
- Direct involvement in multiple shelter sector tables and coordination meetings to ensure proper representation and involvement in sector related issues.

**Qualifications**:

- Passionate about helping vulnerable communities, especially people who experience homelessness.
- Experienced in a senior-level management role (ie three (3) years’ experience in staff supervision, Shelter program management. (24 hours operation), or in similar position
- A highly resilient, empathic, and effective communicator with exceptional interpersonal skills
- Experience in a management role with deeper understanding of the shelter system, serving newcomers, to establish strong relationships with multiple community partners and government agencies.
- University degree in a social science field. Preference will be given to those with a BSW.
- Strong skills in budget management. Experience managing an operational budget of at least $2 million.
- Possesses relevant knowledge of community resources and referral agencies, related to the refugee and claimant settlement process.
- Well-developed interpersonal, and relationship building skills; ability to establish rapport and excellent communication with clients, funders, community partners, staff and volunteers; excellent written communication skills
