The City of Toronto Transportation Services Division's mission is to build and maintain a resilient transportation network so that people connect with the places, activities and communities they value. Toronto is a rapidly growing city, with significant transportation infrastructure needs to improve safety, manage state-of-good repair, and support growth. Reporting to the Director of Planning, Design & Management, the Manager of Major Projects is responsible for leading a high-performing team and a complex work program leading the development, design, and oversight of delivery of major multi-year, multi-modal transportation infrastructure projects. Your team's work program would include exciting projects like overseeing the design and future delivery of YongeTOmorrow, where a completed municipal class environmental assessment sets out transforming Toronto's most iconic street in the heart of downtown Toronto into a vibrant, pedestrian-oriented street, undertaking the environmental assessment for an entirely new complete street network as part of Update Downsview, and advancing the design and delivery of roadways included in the RapidTO Surface Transit Network Plan. The unit’s projects typically require extensive public outreach and stakeholder engagement, such as the development industry, and the Manager of this unit will play a key role in working with Councillors and senior management to successfully navigate project challenges.

**Major Responsibilities**:

- Manages the development, design, approvals and fulfills the role of client project manager for delivery of major transportation infrastructure projects to support the City's multi-modal objectives.
- Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Oversees the execution of the yearly work program for the Major Projects Unit based on the needs of both internal stakeholders (Transportation Services) and external stakeholders (such as other City divisions and agencies, other municipalities, Provincial and Federal agencies, land developers and the general public).
- Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
- Monitors project status and capital delivery rates to ensure completion in accordance with approved plans.
- Ensures that the design and delivery of all transportation infrastructure projects undertaken by, or on behalf of, Transportation Services are in compliance with the Ontario Environmental Assessment (EA) Act by directing the acquisition of all required EA approvals and providing expert advice on EA Act requirements.
- Oversees engineering consulting teams in the preparation of environmental assessment and other transportation studies, for road, rail and bridge structures, assuming responsibility for the validity of technical content, completeness of documentation and the maintenance of project schedules and budgets.
- Establishes, maintains and develops linkages and input from other divisions, agencies, boards and commissions to ensure effective partnerships.
- Prepares and leads the preparation of reports, various types of correspondence and presentations to City Council, Committees of Council, City Councillors, senior staff, other agencies and the general public.
- Represents the Transportation Services Division at City Council, Committees of Council, external agency meetings and public meetings.
- Represents the Transportation Services Division on major transportation infrastructure project issues in interviews with the media.
- Responds to public requests/complaints regarding major transportation infrastructure project issues.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
