Advanced Education supports Albertans by providing the education and training opportunities they need to prepare for the workforce. This is accomplished by: approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; and, supporting academic research and innovation.

Programs and services are driven by 3 outcomes: (1) Adult learning opportunities are accessible and affordable for all Albertans; (2) High-quality education, skills development and research make a positive contribution to Alberta’s economy, society, culture and environment; and, (3) The adult learning system is accountable and coordinated.

**Role**:
The Ministry of Advanced Education has this exciting opportunity under the Strategic Business services Division.

Reporting to the Manager, Research, this position is expected to provide advanced survey expertise and guidance to the ministry. Specifically, this position will require expertise in survey sampling, methodology, instrument development and testing, and results analyses. This position will also be responsible for all qualitative research activities, such as focus groups, interviews and observations which will requires advanced skills and experience in qualitative research theory, methods, qualitative analysis software such as NVIVO, research design and techniques. The position will also have responsibility and independence to procure and oversee survey contractors to ensure they are adhering to best practices, delivering expected results, meeting contract terms, and mitigating risks that arise in lengthy survey projects. Lastly, this position will also be responsible for knowledge mobilization of survey data, specifically by analyzing, integrating, interpreting and disseminating survey results in ways that connect the survey results to the decisions being made by the Ministry. On a broad level, this position will require a deep understanding of the impact of research and analytics to the strategic direction of the Ministry. It will require the ability to clarify problems and determine solutions and to put forward the best solution(s) with supporting rationale. The position will assess alternative data sources, identify and implement the most appropriate research and analytic method(s) to address problems. It will provide research-based, reliable solutions to problems and recommendations to inform strategic policy and program decisions. Evaluation of methods used is also expected.

**Responsibilities**:

- Design, implement and continuously improve major ongoing and ad hoc departmental surveys.
- Participate in all aspects of research including clarification of the issue/problem, conducting literature reviews, determining and designing methodologies (including sampling and re-weighting techniques), developing data collection tools, collecting data, and analyzing data, presenting results, and providing recommendations based on rigorous and reliable analysis.
- Serve as the department expert on qualitative research methods and approaches.
- Oversee procurement and contracting of survey activities conducted by external third parties.
- Analyze and disseminate survey and qualitative research findings to stakeholders, ensuring the information is integrated within Ministry decision-making bodies and processes
- As an expert, identify the best practices, available options, including the benefits and costs, risks and opportunities, associated with each option, and make a recommendation to the Manager and Director of the unit when problems arise.

**Qualifications**:
University graduation in a related field (social sciences, survey methodology, evaluation, qualitative research, statistics.), plus 4 years of related experience or equivalent as described below.

**Equivalency**: Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
