Reporting to the Associate Director, Public Health, within the Strategy and Clinical Services Directorate, the Manager, Needle Exchange will be responsible for The Works and related off-site associated harm reduction and substance use treatment service locations, which includes providing managerial oversight to a team of on-site supervisors and overseeing the day to day operations of the clinical services provided, including supervised injection services, methadone treatment, injectable opioid agonist treatment, outreach services, harm reduction counselling, drug checking, etc. The Manager, Needle Exchange will also supervise administrative staff, who support the operations of the clinical services.

**Responsibilities**:

- Manages, motivates, and trains the program/staff, ensuring effective teamwork, high standards of work quality and organizational performance, encouraging continuous learning and innovation in others.
- Ensures the provision of nursing and case management services for a variety of substance use related issues that are offered at The Works and associated locations.
- Ensures services delivered are of high quality, responsive to community needs, address the growing diversity of the community, and integrate access and equity principles.
- Develops and implements detailed workplans and recommends policies regarding program specific requirements.
- Supervises the day-to-day operation of all direct reports including the scheduling, assigning, and reviewing of work. Authorizes and controls vacation and overtime requests.
- Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Provides oversight for the independent practice of professional staff in multiple offsite settings. Maintains a strong team of professional and clerical staff within a matrix management structure with complex communication channels and decision-making processes.
- Develops, recommends, and administers a budget, and ensures expenditures are controlled and maintained within approved budget limitations.
- Develops and administers “requests for proposals”, tenders and purchase quotes in accordance with corporate purchasing policy and guidelines, coordinating with Purchasing & Materials Management Division as needed.
- Communicates regularly and works collaboratively with program partners and stakeholders to build and maintain positive working relationships and ensures all clinic staff work toward goal of community building.
- Initiates, analyzes, and utilizes research to identify issues, trends, gaps, best practices, and innovative approaches to service delivery. Analyzes health status, socio-demographic and epidemiological data, and health research for use in strategic planning, operational planning and to make recommendations through the Associate Director, Public Health, to the Director, Public Health, Senior Management Team, Board of Health, other levels of government and agencies.
- Establishes, organizes, leads, coordinates, and maintains strong relationships, partnerships, and strategic alliances with a network of key community leaders through networking activities (e.g., advisory committees to relevant projects).
- Organizes, leads, and coordinates a range of committees and workgroups, both internal (divisional, departmental, and corporate) and with community representation.
- Implements and monitors a variety of systems to track program deliverables and activities to enhance program and fiscal accountability. Informs the development and sustainment of new information systems in collaboration with Technology Services Division (e.g., EMR).
- Develops policies and procedures that ensure the programs and services implemented in the community meet professional standards (e.g., College of Nurses) and protect the City from potential liability and negative public image (e.g., in relation to the provision of services in both universal and high-risk-focused programs.)
- Provides advice and direction to staff regarding issues such as counselling, harm reduction, suicide prevention, services available to drug users, HIV, hepatitis, venipuncture, client vaccination and issues related to the needle exchange program.
