Reporting to the Director of Economic Development, the Economic Development and Research Officer - Film (EDRO) is responsible for developing and implementing a marketing strategy and corresponding workplan for attracting film projects; research, analysis and reporting on industry trends and data; as well as project management of major program initiatives. The EDRO - Film will work independently and in collaboration with Economic Development staff and other town departments.

This role is part of a 3-year pilot project started in 2023 to establish a Film Office for the Town of Oakville and promote Oakville as a premier location for film and television production. The EDRO (film) will work with the film team to improve internal processes and the customer service experience for film production, promote Oakville as an ideal filming location, and work with partners to explore opportunities for film tourism.

**Responsibilities**:
Marketing, Communications and Business Attraction
- Develop a Film Office strategy and annual workplan for the multiyear pilot program.
- Develop and implement marketing workplan, including the development of any campaigns.
- Prepare marketing materials to promote film and film tourism.
- Responsible for the film pages on Oakville.ca and invest.oakville.ca
- Respond to all film inquiries.
- Liaise with location scouts and coordinate permit approvals in accordance with film policies, by-laws and legislation.
- Attend and coordinate confidential pre-production meetings, site meetings, and site visits with clients and other town staff.
- Coordinate site preparation and clean up to ensure the site is returned to original condition.
- Resolve logístical problems regarding filming requests.
- Respond to inquiries and complaints from the public regarding filming.
- Initiate, strengthen and expand relationships and partnerships with organizations to serve Film Office goals, including opportunities for film tourism.

Data and Reporting
- Monitor production industry trends and develop strategies that support industry growth.
- Research, develop, monitor and report on Film Office key performance indicators (KPIs)
- Propose recommendations for improvements throughout the course of the pilot project.
- Prepare reports and other publications for departmental use, Council and/or other stakeholders.

Project and Program Management
- Work with internal departments to streamline film processes and improve the customer experience through a ‘one-window’ experience.

Grant & Award Submissions
- Research, prepare and coordinate submissions for provincial and federal funding in order to leverage project budget.
- Prepare award submissions for marketing and economic development initiatives such as the EDCO, EDAC and IEDC award programs.

Other duties as assigned.

***Qualifications/Skills**:

- Successful completion of a post secondary degree in a relevant discipline, such as Business, Public Relations, Marketing, Communications or Film Studies, and at least three years of relevant work experience. Equivalent education and experience may be considered.
- Sound understanding of local economic development in Ontario and economic development in general.
- Experience working in film permit approvals at the municipal level a definite asset.
- Knowledge of the film production industry and developed relationships with the film industry preferred.
- Excellent research and analysis skills
- Highly developed interpersonal skills, including the ability to develop solid internal and external relationships and partnerships.
- Demonstrated ability to engage in creative problem solving, and initiate new and innovative programs.
- Knowledge of GIS, graphic design, and photo/video editing tools and software will be considered an asset.
- Proven ability to communicate effectively both orally and in writing.
- Self-starter with the ability to work independently and in a team setting; take the lead on project management for select projects; and be able to organize and prioritize work to meet deadlines. Must have the ability to balance multiple projects simultaneously.
