Community Living Toronto is looking for a Human Resources Business Partner to join us on our journey of excellence and innovation. As an Human Resources Business Partner focused on labour and employee relations, you will play a pivotal role in achieving business objectives through the provision of Human Resources leadership and strategic business thinking.

KEY RESPONSIBILITIES

Strategic Advisor
- In partnership with leadership, engages as a key advisor in all aspects of Human Resources, including but not limited to performance management and leadership development, making innovative recommendations and empowering leaders.
- Supports Community Living Toronto’s culture and employment brand, and helps define the solutions required to build and maintain employee attraction, engagement, retention and high performance.
- Collaborates with a variety of stakeholders to develop and implement creative solutions aligned with the Association’s vision and strategic direction.
- Participates in the development and implementation of Human Resources policies, procedures and programs.
- Provides coaching and advice on the interpretation of relevant policies, collective agreements, legislation (e.g., Human Rights Code, Employment Standards Act, Labour Relations Act, OHSA) and other terms and conditions of employment (discipline/terminations), ensuring that all relevant legislated, collective agreement and policy driven obligations are met.

Labour Relations
- Serves as liaison with leaders, local and national union representatives and legal counsel as necessary, to discuss and resolve employee/union grievances, complaints, and issues; prepares for and manages the grievance process up to and including arbitration.
- Provides support to the Manager Employee/Labour Relations and the Chief Human Resources Officer in preparing for and conducting labour negotiations; conducts research and analysis in areas pertinent to labour relations strategy, planning and tactics, helping to formulate Community Living Toronto’s position.
- Conducts internal and coordinates external workplace investigations with respect to such issues as harassment, human rights code violations, and employment complaints and recommends options for resolving issues.
- Works with the union to ensure maximum effectiveness in the implementation of the collective bargaining agreement; acts as a key staff resource to the Labour Management Committee as issues arise, identifying concerns and working collaboratively through to solutions in a constructive manner.
- Provides advice to leaders on labour and employment issues, including human rights issues, progressive discipline, and terminations.

Employee Relations
- Advises on the interpretation of relevant policies, legislation and other terms and conditions of employment, ensuring that all relevant legislated and policy-driven obligations are met.
- Provides employee relations support, counseling on employee issues (e.g., conflict resolution, performance management, discipline, promotion); advises on contentious issues (e.g., terminations, wrongful dismissal).
- Leverages experience and knowledge of human resources policies and procedures, employment law, and knowledge of Community Living Toronto to provide timely, innovative, and value-added advice and solutions on employment-related issues and concerns.
- Identifies and addresses root causes of human resources issues and works to mediate and resolve short term and longer-term systematic issues.
- Recommends or otherwise advances changes to human resource management or business processes to enable achievement of desired outcomes.

Performance Optimization
- Identifies needs for performance improvement and sources organizational and leadership development solutions aligned to business goals and strategies; follows up to ensure that objectives are met.
- Provides day-to-day guidance to leaders, enhancing their ability to coach employees with a view to optimizing performance and improving the Association’s overall effectiveness.
- Works with leaders to address employee relations and performance issues including the development and implementation of performance improvement plans; follows up on resolution/improvement.

QUALIFICATIONS

Education & Training
- Bachelor’s degree in Human Resources Management, Business Administration or a related discipline.
- Recognized Human Resources designations such as CHRP or CHRL are an asset.

Experience
- A minimum of 5 years of progressive experience as a Human Resources Business Partner in a unionized organization of a similar size and complexity including.
- Collective bargaining and labour relations experience is an asset.
