**Summary**:
Reporting to the Director of Corporate and Community Services, the Manager of Finance is part of the management team leading staff on critical work including the municipal-wide financial planning, reporting, analysis, year-end audit, strategic business case analysis, internal business partnership and financial advisory support. The Manager of Finance will also support the long-term financial planning, asset valuation, reserve forecasts, financing strategies, and emergency management support. This critical work will support the Director in establishing adequate municipal reserves and maintaining financial accountability, while delivering strategic priorities and core services. The incumbent will oversee the day-to-day financial and accounting operations, and provide leadership, mentorship, and coaching to the direct report. The Manager of Finance is also responsible for property tax, utility billing and full-cycle payroll.

**Hours of Work**:
Monday to Friday, 8:30 a.m. to 4:30 p.m. Flexibility required.

**Salary**:
Starting at $149,713.92

**Duties and Responsibilities**:

- Supervision of employees as well as all aspects related to accounts payable and receivable, including assessment, taxation, and utilities.
- Responsible for the preparation, calculation, and distribution of payroll, benefits, and source deductions.
- Training, mentoring, coaching, and monitoring staff.
- Manage the administration of the general ledger.
- Prepare and administer the Corporate Services budget.
- Involvement in preparation of the municipal budget and capital forecasts.
- Ensure the accurate and timely reconciliation of all municipal bank accounts.
- Complete month-end and year-end general ledger procedures.
- Assist in year-end financial statement preparations and audit.
- Review quarterly financial statements provide variance reporting.
- Resolve accounting discrepancies.
- Ensure insurance claims and registrations are processed.
- Implement approved policies, plans and programs for the finance and accounting functions of the Municipality.
- Responsible for the preparation, calculation, and distribution of payroll, benefits, and source deductions.
- Responsible for the preparation, calculation, and reconciliation of utility billings, assessment notices, and property taxes, in accordance with legislation.
- Respond to ratepayer inquiries.
- Participate in MD Municipal Emergency Plan.
- Other duties as assigned by the Director of Corporate & Community Services.

**Qualifications**:

- CPA designation or currently completing CPA Designation. Municipal accounting and finance are considered an asset.
- Must have experience with large (50+ employees) and complex payroll.
- A minimum of 5 years’ experience in a financial leadership role.
- Effective supervisory skills and a willingness to work with direct reports and senior management.
- A good knowledge of Canadian public sector accounting standards.
- A working knowledge of the Municipal Government Act.
- Good telephone and front desk skills in dealing with the public.
- Ability to deal with difficult situations.
- Prepared to accept/complete further training.
