**Main Purpose & Function**
The Threat Management Specialist coordinates and conducts protective investigations and threat assessments for all City Departments using best practice based investigation and assessment methodology. The position provides threat and risk analysis to support CPS programs and strategic planning process and management plan. In addition, the position will be required to develop and deliver training and awareness programs to support a culture of safety and security across the City.

The Threat Management Specialist reports to the Manager, Threat Management & Investigations. This position will provide expertise and leadership to Mayor and Council, senior management, security professionals and impacted stakeholders. This position will also come in contact with and provide advice to staff who have been threatened or experienced violence in the workplace. The position maintains close working relationship with key corporate internal customers including Occupational Health and Safety, Facilities Operations and Management, Corporate Communications, Human Resources, Labour Relations and Risk Management.

Other key contacts include Legal Services, Social Policy, Office of Emergency Management, Real Estate Services and REFM senior management team; the Vancouver Police Department, WorkSafe BC, Corrections Services Canada, BC Corrections Branch, Sheriff Services, Canadian Secret Intelligence Service, Federal and National Security agencies and/or other local, provincial and federal law enforcement, and other related corporate and government agencies.

**Specific Duties & Responsibilities**
- Participates as a key member supporting the work of the City’s Threat Management Unit (TMU).
- Implements strategies to create a protective and safe environment for City staff and others who use City facilities.
- Conducts protective investigations and threat assessments including those related to threats of homicide, suicide, physical, sexual and domestic violence, and stalking. In addition this position completes protective intelligence briefings and threat assessments related to high profile/high security special events.
- Delivers training, education and awareness programs for managers and staff related to security procedures & awareness, personal safety and the prevention and management of aggressive behavior.
- Prepares and presents assessment briefing/reports, to include risk mitigation recommendations, while managing sensitive or confidential information.
- Implements close protection strategies related services for elected officials, and senior leadership or other at-risk stakeholders.
- Arrange referrals of distressed workers, excluded staff, and other members of the City of Vancouver operational environment to appropriate mental health or other professionals as needed.
- Designs and implements personal safety plans to mitigate threats to employees and elected officials.
- Assists in the development of site security management plans where a nexus of violence risk exists.
- Assists in the development and implementation of policies and procedures to protect city staff against threats, or violence.
- Provides an on call function to the Corporate Protective Services department and attend to emergency situations outside of regular business hours.

**Qualifications**

Education and Experience:

- Post-secondary education in a related field (minimum 2-year diploma) or equivalent education and experience Membership in a professional association such as the American Society of Industrialized Security (ASIS), the Canadian Association of Threat Assessment Professionals (CATAP), or a similar recognized industry organization.
- Experience in adult focused threat management and protective investigations in corporate or public sector environments.
- Training and experience in the use of Professional Structured Judgmental threat assessment tools (i.e. WAVR-21, HCR-20, SARA, SAM, RSVP, Cawood Assessment and Response Grids, or similar tools)
- Training and experience in the conducting of corporate investigations, including the gathering and handling of evidence, interviewing, and investigative case management.
