WorkLink Employment Society is recruiting for a People and Culture Supervisor - working primarily in our Westshore Office with the flexibility to work in either Sooke or Westshore locations as required. This is a term position until the end of the existing WorkBC Services Contract (March 31, 2027), working up to 35 hours per week (Monday to Friday) and providing support to team members in all locations; with a salary range of $36.86 to $38.15 hourly.

WorkLink has provided government-sponsored employment services to the residents of the Victoria Capital Region’s Westshore (Colwood, Langford, Highlands, View Royal, and Metchosin) since 1978. In 2008, our services expanded to include the communities of Sooke and surrounding areas including Jordan River and Port Renfrew. We are also pleased to provide Indigenous outreach services to the First Nations Communities of Beecher Bay, T’Souke, and Pacheedaht. Our non-profit organization is funded through both federal and provincial government initiatives. WorkLink is a registered charity in the Province of BC, which is governed by a volunteer Board of Directors chosen from leaders in the community.

- **About The Position**:_

The People & Culture Supervisor leads people & culture practices/objectives that will provide an employee orientation; performance/organizational culture that emphasizes empowerment, quality, and productivity; standards, goal attainment, and the recruitment of employee engagement; and ongoing development of a superior workforce. They are responsible for assisting the leadership team in the development and enforcement of the following three (3) key principles and conditions of employment for all Society staff: conflict of interest, confidentiality and code of conduct. They along with the Director of Operations may function as the backup Executive Director in their absence. They will also assist the Executive Director in the establishment and setup of Connect HR (social enterprise division supporting WLES community employment services for small business and non-profit sectors). This position reports directly to the Executive Director and focuses on creating a workplace culture where individuals have a positive employee experience, while they grow and develop in their careers.

**Key duties for this position include**:

- May support the leadership team to actively participate in staffing information booths at external community events in alignment with the agency’s Human Resources Attraction and Recruitment Plans.
- Carry out responsibilities in the following functional areas: departmental development, human resource information systems, employee relations, recruitment and selection, training and development, compensation and benefits, organizational development, and occupational health and safety.
- Coordinates the day-to-day operations of the Human Resources office, and the administration of the human resources policies, procedures, and programs.
- Work with the Executive Director to ensure compliance with all contract’s human resources standards/protocols.
- Support all leadership team members in the development and implementation of the following components related to Contract Business Recovery Plans: Staff Organizational Chart; Staff Training and Evaluation; and Issue Resolution.

**Knowledge, Skills, and Abilities**:

- Sound current knowledge and experience on best practices and current Labour Laws, BC Human Rights Code, BC Employment Standards Act and Workers Compensation Act.
- Excellent communication, initiative, attention to detail, decision making and problem-solving skills.
- Demonstrated ability to work both independently within a team environment.
- Significant knowledge of the hiring and retention process.
- Experience in conflict management, with strong active listening skills/ability to uphold/maintain confidentiality.
- Demonstrated leadership skills, strong analytical/problem-solving capabilities, and the ability to effectively manage and prioritize multiple demands, within strict time constraints.

**Preferred Qualifications**:

- Minimum five (5) years of demonstrated current working experience in a supervisory HR role.
- Current Vulnerable Sector Criminal Record Check; and valid BC Driver’s license
- Degree or Diploma in Human Resources studies or post-secondary environment an asset.
- Must hold a valid and current CPHR designation.
- Demonstrated high-level written and verbal business communication skills.
