The Manager of Patient Flow, Admitting, Registration & Switchboard oversees the efficient operation and utilization of 24/7 resources to ensure quality and timely collection and dissemination of information to support both sites at KHSC in provision of patient centred care.

The manager is responsible for the bed allocation functions to support timely, appropriate patient flow as well as communication practices for internal and external users of the Kingston Health Sciences Centre (KHSC) switchboard.

Although not responsible for the human resources associated with the Morgue, the Manager is responsible for coordinating admissions and discharges from the Morgue in collaboration with the regional coroner, police and partnering funeral directors.

The Manager is responsible for the development of staff and quality improvement initiatives and all related budgets, policies, standards and change management practices for optimal operational effectiveness.

This role is accountable for contributing to the delivery of the Kingston Health Science Centre strategy. The role must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care.

**RESPONSIBILITIES & DUTIES INCLUDE**:
**Project Management/ Change Management**
- Responsible for identifying opportunities for improvement /efficiency
- Coordinate planning process with those impacted and/or involved
- Create budget for implementation and training
- Coordinate implementation with all involved teams
- Facilitate education and training
- Incorporate change management strategies
- Support ongoing training and development

**Human Resource Management**
- Monitor vacancies and manage recruitment as necessary
- Complete performance and development plans
- Manage sick time and facilitate counselling and follow up when necessary
- Review individual performance and follow up with discipline when necessary
- Provide scheduling support to KGH Site People Services Centre to ensure all vacancies are filled and vacation requests are reviewed
- Complete all scheduling and on call 24/7 for HDH site staffing concerns/sick calls
- Complete workplace health and safety reviews and follow up

**Subject Matter Expert**
- Provide support to programs / services when considering a change to the Patient Care System
- Support senior leadership in any changes to bed map
- Ministry contact for census reporting and newborn registration
- Collaborate with Finance to ensure all necessary information is completed to support billing.
- Participate on regional committees to provide input and suggestions regarding registration, emergency management, transportation
- KHSC criticall repatriation Criticall Representative
- Participate on South East Local Data Management team

**Patient Flow/Patient Placement**
- Facilitate daily patient flow huddle
- Coordinate and manage list of requests for incoming patients
- Manage all transfers out of KHSC
- Follow up with managers/directors regarding placement concerns/issues
- Initiate and coordinate implementation of corporate surge protocol
- Maintain current bed map for KHSC
- Liaise with Patient flow coordinators to support the repatriation of patients throughout the region
- Review data and analyze reports to review timely patient flow
- Support patient placement

**Internal/External Reporting (Bed Map, Census, LHIN, Budget)**
- Maintain current corporate bed map and facilitate approval from senior and executive leadership
- Oversight of daily census reporting for KHSC (KGH and HDH Sites)
- Provide data to HCCSS representatives upon request to support KHSC census and patient flow
- Oversight of budget on a regular basis and meet regularly with finance and director to discuss variances and internal reporting of information.

**BASIC QUALIFICATIONS**
- Minimum university degree or equivalent. Undergraduate degree in healthcare management, management/administration or in a healthcare discipline preferred.
- Masters degree completed or initiated - preferred.
- Minimum 3-5 years of related experience.
- Excellent Interpersonal and communication skills, both oral and written
- Knowledge and comprehensive understanding of patient registration and scheduling systems, staff scheduling, workload measurement, budgets, labour relations and hospital operations preferred
- Demonstrated ability to provide leadership and communicate with tact and diplomacy.
