**Introduction**:
The ICES UofT Site Lead Analyst (SLA) is an ICES Central position reporting to the Senior Director, Research, Data, and Financial Services, but working on behalf of the ICES site at the University of Toronto. The SLA provides supervision to all Appointed Analysts working at the site, including training, mentoring, oversight, input into performance evaluations, and input into recruitment and appointment decisions. The SLA reviews grant proposals and comments on methodology and on resource budgets, as per ICES grant intake and feedback process. The SLA contributes his/her expertise to the site projects, both directly and in an oversight role, and contributes to the ICES knowledge base and standards of practice in matters related to data, analysis, and research methodology, as well as operational issues particular to the ICES UofT site.
**Responsibilities of the position include, but may not be limited to**:
- Provides orientation, training, and ongoing mentoring and oversight to Appointed Analysts at the site. Oversees analytic staff and development of SAS programs to extract, link, analyze and report on data from ICES data holdings according to dataset creation plans and following ICES procedures, standards and guidelines;
- Reviews project DCPs assigned to analytic staff;
- Assists with and participates in recruitment activity including interviewing and appointing analytic staff as required; provides recommendations regarding new or renewed appointments of Appointed Analysts;
- Provides input in the Appointed Analysts performance reviews; mentors and provides development opportunities for staff;
- Enforces ICES standards regarding project initiation, compliance with policies, standards and procedures, DCPs, coding, documentation, project closure and other standards and practices;
- Works with the Site Director to assess and plan analytic resource needs at the site; provides oversight to ensure projects are conducted efficiently and according to policies and standards;
- Reviews grant and project proposals and comments on methodology and on resource budgets as required;
- Contributes toward or takes the lead towards developing, documenting and sharing a body of knowledge about ICES datasets, their use and research methodology. Takes lead in developing macros and templates, and addressing data issues;
- Works with other Research and Analysis staff to develop/update ICES standards, guidelines and other policies and procedures as required;
- Works with site Principal Investigators on developing dataset creation plans and analysis plans;
- Fulfills general project responsibilities associated with the Senior Research Analyst role as needed;
- Provides input into the Research and Analysis business plan; directly contributes or allocates staff towards department business initiatives as required and ensures outcomes are delivered as planned;
- Provides back-up support to the Privacy Risk and Compliance Analyst during absences such as visitor sign-in, review of activity logs, and accessing maximum security areas in event of emergency;
- Attends and contributes towards Lead meetings as required;
- Other duties as may be assigned within the scope of this position.
**Knowledge, skills and abilities required**:
- Master’s degree in quantitative discipline such as biostatistics, epidemiology, or health services research; or related field.
- A minimum of 5 years of related work experience of which 3 years of analytic experience obtained at ICES;
- Comprehensive understanding of the use of administrative data in health services research; expertise in using ICES data holdings;
- Superior SAS programming skills including complex data linkage, SQL and macro writing;
- Understanding of biostatistical analytic techniques as applied to health services research;
- Good understanding of the concepts and policy implications of health services research;
- Good interpersonal and oral and written communication skills;
