**Primary Objectives**:
Reporting to the Director of Community Real Estate and Asset Strategies, this position plays a key role in providing effective leadership, management and support in the following areas:

- Lead and coordinate new affordable and supportive housing development through the design, municipal approvals, funding and financing approvals, construction and handover to the operations team.
- Work with the Director of Community Real Estate to initiate new projects, evaluate acquisition opportunities and develop 10 year Community Real Estate and Capital Plans.
- Identify capital renewal projects, including energy retrofits, secure funding and manage, in association with BC Housing and other funding partners, capital project construction.
- Keep building Capital Plans up-to-date and coordinate detailed building assessments such as energy studies as required.
- Work with the Pacifica Housing community real estate and building maintenance and operations teams to develop and keep up-to-date Pacifica Housing's Development Guidelines.
- Monitor and produce reports on Pacifica Housing's building performance and energy benchmarking.

**Key Responsibilities**:
**1. **Real Estate Development**
- Project manage new development and capital renewal projects from schematic design through to project completion including hiring consultants and contractors, budget management, change order and claims management, contract management, communication with and coordination of project teams and reporting to funders.
- Effectively prioritize tasks and workloads across multiple projects, meet project timelines and keep within approved budgets.
- Develop project risk assessments and mitigation strategies and provide regular project reports.
- Provide consultant and contractor oversight of various development and redevelopment projects through completion.
- Work with consultants to lead municipal approvals processes including assembling required documents, and consultation with neighbors, elected officials and stakeholders.
- Develop and maintain relationships with governmental funding agencies and stakeholders.
- Support onboarding and tenanting new projects and overseeing resolution of deficiencies.
- Support reporting to the Board Real Estate Development Committee.
- Work with the Director of Community Real Estate and Senior Manager of Strategic Initiatives to seek out pre-development and development funding opportunities.
- Update processes and procedures in line with sector best practices and ensure they are followed.

**2. Portfolio Management and Planning**
- Support the Director of Community Real Estate to develop 10-year Community Real Estate and Capital Plans and annual building performance reports.
- Participate in internal evaluations of acquisition and partnership opportunities, including hiring consultants for due diligence assessments.
- Collaborate on the development new housing project concepts, pro-forma evaluation and feasibility assessments.
- Ensure Pacifica Housing ENERGY STAR Portfolio Manager is accurately collating building energy use and produce annual energy performance reports.

**3**. **Capital Planning**
- Use Asset Planner to develop and update annually Capital Plans for each property owned by Pacifica Housing.
- Work with the Director of Maintenance and Building Operations and BC Housing to ensure Building Condition Assessments are being kept up-to-date.
- Coordinate the hiring of engineers and other professionals to complete detailed system, site and energy studies.
- Collaborate with Pacifica Housing finance, community real estate and operations staff on implementing appropriate annual capital maintenance and capital reserve protocols.
- Work with the Director of Community Real Estate to identify and secure capital renewal and retrofit funding.

**4. **Development Standards**
- Lead efforts to develop and keep up-to-date the Pacifica Housing Development Guidelines.
- Keep abreast of updates to the BC and National Building and Energy Codes and new development and building technologies.
- Align Pacifica Housing's development guidelines with leading industry certification standards and best-practices.
